Program Specialist, Public Finance At UN Volunteers

Mission and objectives

UNICEF works to promote and protect the rights of every Filipino child, with a particular focus on those who are most vulnerable and disadvantaged. We work with the Philippine government to improve national policies, programmes and services for children and adolescents. Together with partners, we address common barriers to the realization of their rights.

Context

This UNV assignment will be part of delivering the Child Sensitive Public Policy (CSPP) outcome of the UNICEF and Government of Philippines Country Programme Document 2024-2028. Namely the focus will be on public finance and governance for children output, building partnerships and collaborative engagements with International Finance Institutions (IFIs), Development Partners and with Government Agencies such as the Department of Budget and Management and Department of Finance.

UNICEF in this cycle of 9th Country Program Document, also known as Country Program Cooperation (CPC9), have prioritized a shift in increasing our role to influence public finance management practices to secure long-term and sustainable domestic resources for children. Allocation of public investment is the first step, however improved allocation to secure efficiency and effectiveness of funds is equally important to ensure that fiscal sustainability objectives are met against a national policy commitment to becoming an upper-middle income country and the on-going devolution process.

Task description

• Provide day-to-day technical quality oversight for the UNICEF contracting for the Public Expenditure and Financial Accountability (PEFA), gender assessment in collaboration with Department with Budget, UNDP, ADB and development partners.

• Provide technical inputs to serve as part of UNICEF peer review for the PEFA

• In collaboration with Social Policy Specialist, co-develop knowledge products on social sector budget briefs based on Government Allocation Act (GAA) 2024 and 2025

• Support the implementation of the Program Convergence Budgeting (PCB) ECD Assessment to the Department of Budget and Management (DBM) with the Social Policy Specialist

Results/expected outputs:

As an active UNICEF team member, efficient, timely, responsive, client-friendly and high-quality support rendered to UNICEF and its beneficiaries in the accomplishment of her/his functions, including: a. UNICEF Technical inputs consolidated and provided to the Public Expenditure and Financial Accountability (PEFA) Gender Assessment

b. Consolidated comments from UNICEF as peer reviewer to the PEFA team provided to the DBM Public Finance Management Committee.

c. Final draft report of the PCB on ECD submitted to DBM for endorsement

Nationality

Candidate must be a national or legal resident of the country of assignment.

Required experience

15 years of experience in public policy, economics, or public finance management, or other relevant programmes at the national and/or international level.

• experience with Philippines public finance management and policy formulation is an asset, as is experience working in the UN or other international development organization;

• Public finance management expertise and experience;

• Excellent oral and written skills; excellent drafting, formulation, reporting skills;

• Accuracy and professionalism in document production and editing;

• Excellent interpersonal skills; culturally and socially sensitive;

• Ability to work inclusively and collaboratively with a range of partners, including grassroots community members, religious and youth organizations, and authorities at different levels;

• Familiarity with tools and approaches of communications for development;

• Ability to work and adapt professionally and effectively in a challenging environment;

• Ability to work effectively in a multicultural team of international and national personnel;

• Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, etc.) and email/internet; familiarity with database management; and office technology equipment;

• Self-motivated, ability to work with minimum supervision; ability to work with tight deadlines;

• Desirable: valid national driver’s license and proven ability to drive manual gear 4×4 over rough terrain;

• Sound security awareness;

• Have affinity with or interest in public finance management, volunteerism as a mechanism for durable development, and the UN System.

Required education level

Master degree or equivalent in economics, social sciences, fiscal and public finance management or area related to financing for development; a first-level university degree or equivalent in combination with relevant training and/or professional experience may be accepted in lieu of an advanced university degree.
