Position within the Organization

The Programme Advisor (PA) is a member of the Somali Programme Team (SPT) which supports the management and implementation of all Interpeace’s programmes in Somalia. The Programme Advisor reports to the Country Representative.

Purpose and General Overview

The Programme Advisor (PA) is a key advisor to and member of the Somali Programme Team (SPT), advising on the overall strategic direction of the programme, engaging in track 1 activities as well as advising the various members of the Somali team, the programme partners, and those associated with the Interpeace Somalia Programme. He will also play a key role in shaping Interpeace’s understanding of the contextual needs with a view of strengthening the overall Somali reconciliation and peacebuilding efforts.

The duties of the Programme Advisor cover 4 areas:

  • Strategic Engagement
  • Advocacy, lobbying and relationship support
  • Programme Management & Development
  • Management – institutional coherence

Duties and responsibilities

Strategic Engagement

  • Supports all areas of implementation as directed by the Country Representative.

Advocacy, lobbying and relationship support

  • Monitor Somali political, security, social, and economic developments and provide regular briefings to the Somali Programme Team.
  • Establish and maintain constructive relations with national authorities to guide the management of the political space.
  • Maintain and expand a network of relevant political actors in Somalia who can assist the national programme to influence policies, facilitate Interpeace’s contacts and representation with these actors and authorities, and when necessary participate in meetings.
  • Contribute to the improvement of the engagement and participation of the national authorities in Interpeace activities (aimed at peace building, stability, reconciliation and social cohesion) and ensure that there is a follow-up by the authorities.
  • Supports Interpeace in the identification of programme participants (focus groups and individual interviews), participates in dialogue activities.
  • Expand and maintain a network of national stakeholders and other partners.
  • Support the Somali Programme and its partners in ensuring relevance and context related quality of its intellectual outputs (publications, films, presentations, etc).
  • Representation of Interpeace, focus on Track 3 and track 2 and 3 in consultation with the Country Representative.

Programme Management and Development

  • Provide initial inputs to assist the Somali Programme Team develop concept notes, proposals and donor reports.
  • Provide advice to the Management Team to strengthen programmatic management of partners organizations and Interpeace programmatic team to ensure that they implement the programmes in a professional, coordinated and relevant manner.
  • Supports local partner in Puntland as well as other Interpeace teams across the Somali region in all aspects of programme implementation, including planning and conducting participatory action research, setting up and supervising dialogue spaces, conducting advocacy activities at local, provincial and national level.
  • Keep abreast of developments in contextual changes and progress in order to advise and recommend tools and strategies to increase programme effectiveness, performances and results.

Management – institutional coherence

  • Support in the coordination, with the Programme Officers, on programmatic implementation as required and is directed by the Country Representative with other units of the organization.
  • Supports operational activity implementation where needed.

Qualifications:

Candidates with relevant qualifications, experience, a tertiary degree, and fluent in English and Somali, are invited to apply.

Relevant experience and qualifications may include:

Education

  • Masters degree in peace-related studies, social or political science or other relevant fields.

Experience

  • 5-7 years of experience in peacebuilding, security or political and/or developmental work with increasing responsibility.
  • Proven experience in managing partners, engaging authorities and civil society.
  • Experience in facilitation, presentation, and coordination skills.

Competencies

  • Understanding of relevant contextual needs in Somalia and the current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them into priority programme setting.
  • Practiced organizational and planning skills; and has some knowledge of project cycle management including using project planning and management tools.
  • Strong writing and communications skills in English and Somali is required.
