SAVE THE CHILDREN INTERNATIONAL ROLE PROFILE

CHILD SAFEGUARDING:
Level 1: the post holder will not have contact with children and/or young people, or access to personal
data about children or young people, as part of their work; therefore, a police check will not be mandatory
for this post unless the content of the post changes, in which case the Child Safeguarding level should be
reviewed.
CONTEXT
At the end of 2019, 79mn million people (>40% children) were displaced by conflict and violence, with many
more millions displaced by climate change and other factors. These numbers are increasing rapidly. (Irregular)
migration is one of the pivotal political issues of our time, influencing much of the development and donor
discourse – and again is an issue that impacts upon millions of vulnerable children worldwide. In response to
the increasing impact of displacement and migration crises upon children, Save the Children established its Migration
and Displacement Initiative (MDI) at the end of 2016
The Migration and Displacement Initiative (MDI) is a small unit housed within Save the Children International,
which seeks to leverage existing capacity and skills across the Save the Children family, to support the
Movement to become a global leader on child focused Migration and Displacement. The MDI is expected to
ensure a consistent and cutting edge approach across all of our international programming activities.
The MDI places children at the heart of global solutions to M&D and works to ensure that SC reaches more
M&D affected children through effective, durable, and scalable solutions and that we are recognised
as a global leader in child focused M&D programming.
MDI seeks to achieve this in three ways:
1. As a Centre of Excellence and catalyst unit to drive knowledge, programming and policy work
2. As an innovator in developing tools and solutions to improve the way we respond to displacement
challenges
3. As a convener to bring public, private and social sector partners together to tackle the issue
collaboratively
ROLE PURPOSE:
The MDI Programme Adviser will play a central role in both establishing and driving forward our Migration
and Displacement (M&D) programmatic (and programmatic policy) content; developing our profile with key
donors and influencers and enabling us to amplify the voices of children. The role holder will be responsible
for developing and coordinating high-quality, often integrated, programme interventions and providing
guidance to Save the Children leadership. You will also lead on cross-organizational learning and support
our decentralized structure, across 30 Save the Children ‘Members’. A good understanding across a range
of programmatic ‘themes’ will be essential, including (but not exclusive to) Durable Solutions, child
protection, livelihoods and education.- and excellent capacity in supporting colleagues design, fund and
implement effective M&D related programme is also key.
This is a fantastic opportunity for someone with a good understanding of current migration and displacement
trends, and the energy, commitment, and talent, to help ensure positive and lasting change in the lives of the
most marginalized and vulnerable children.
SCOPE OF ROLE:
Report to: Director of Global Migration and Displacement Initiative
Staff reporting to this post: currently n/a, but this might change. May have ‘dotted line’ engagement with M&D leads in regions and will manage relevant consultancy projects. Key internal relationships: MDI colleagues, Programme Development and Quality focal points (global, regional, national and Members), Humanitarian Director; Global Thematic Directors, Migration leads at regional and country level, relevant MEAL (Monitoring, Evaluation, Accountability, and Learning) focal points. Key external relationships: Peer organisations, IOM, DRC, IRC, UNHCR, donors, research institutions Budget Responsibilities: currently n/a Role Dimensions: This is a demanding and fast-moving role in a complex international federated organisation that works in over 100 countries.
KEY AREAS OF ACCOUNTABILITY:
Quality, standards and innovation
· Lead the development of key initiatives supporting relevant topics within the migration and
displacement agenda. Particular focus will be helping organisation engage with ‘roots causes’ and
Durable Solutions debate/programming.
· Lead on the development/implementation of the MDI strategy in conjunction with SC colleagues
across the movement.
· Lead on developing standardised programmes and sector log-frames aligned with strategy and
partnership strategy
· Lead on cross organisational learning and support decentralised structure and members to pursue
the migration and displacement agenda via awards and programming
· Establish M&D definitions & standards (e.g. quality standards for programming) including the
promotion of integrated responses across Save the Children’s thematic sectors
· Develop/promote/share best practice tools and establish quality benchmarks
· Ensure that programme approaches incorporate high quality Monitoring, Evaluation,
Accountability, and Learning (MEAL)
· Provide technical support to Regional and country offices Focal points if required, and lead on
technical input to proposal development, global themes, and relevant sectorial sub-groups
· Promote innovations and pilot technologies/methodologies, such as citizen-generated data
gathering, real time technologies, etc
· Strengthen links between humanitarian and development M&D programming/analysis in keeping
with Save the Children’s full spectrum approach
Research and Funding
· Bring together existing programme knowledge and expertise across the organisation, and identify
and address any programmatic gaps,
· Develop new concepts and ideas to extend intellectual understanding and inform policy – where
relevant, alert the Research Adviser to opportunities for innovative research initiatives.
· Maintain a strategic overview of top-line child related M&D programme issues, monitoring trends
in the external environment, and assisting in information exchange across the organisation
· Support Members to win new work (including preparing written tenders and proposals) from new
and existing clients and proactively identify new funding opportunities
· Identify funding to expand the capacity and reach of MDI programme activities.
Project Management and partnerships
· Provide sound project management and analytical expertise – often supporting regional or country
offices – to projects from initial design through to reporting
· Identify and explore new partnerships, and establish relationships for collaborating on programming
and capacity building
· Secure mutual learning with partners in terms of programme delivery and partnership building
· Support internal coordination and promotion of response standards for Migrant and Displaced
Children through the co-facilitation of a technical working group established among Save the
Children members and field offices
Policy Advice, Knowledge Management and Dissemination · In conjunction with MDI colleagues, facilitate knowledge management and skill sharing across the organisation · Produce or manage the production of reports, briefing papers and presentations for internal and external audiences, as directed · Act as a spokesperson for Save the Children to a variety of external audiences/fora as required · Support the development of an external engagement strategy for research work streams, collaborating with colleagues in the Advocacy team to ensure coherence on external advocacy

QUALIFICATIONS
Master degree in relevant discipline or equivalent experience
EXPERIENCE AND SKILLS
Essential
· Demonstrable leadership skills (primarily through influencing)
· Extensive experience of development and humanitarian programme design, targeting displaced and
migratory populations, with substantial time working in the field.
· Excellent technical (including ‘top-line’ legal frameworks and policies) knowledge of key migration
and displacement issues, including previous engagement with and strong understanding of, Durable
Solutions and ‘Root Causes’
· Experience of working for an international humanitarian organisation, including developing-country
experience
· A good understanding of current migration and displacement research
· Strong technical knowledge and systems development experience in key areas: project cycle
management, monitoring & evaluation, inclusive & sustainable programming, child safeguarding, etc
· Strong analytical skills and an ability to assimilate and process large amounts of information into a
coherent narrative.
· A capacity for critical thinking and commitment to producing original and challenging ideas to
improve policy and practice.
· The ability to present arguments clearly and convincingly to a variety of audiences.
· Experience in organising workshops and policy discussions.
· Proven experience of building personal networks, resulting in securing significant new opportunities for the organisation. · Highly developed cultural awareness and ability to work collaboratively in an international environment with people from diverse backgrounds and cultures · Excellent verbal & written skills in English · Highly developed interpersonal and communication skills including influencing, negotiation and coaching · The ability to manage and juggle a complex and varied workload, at times working independently, at others working to tight deadlines under time pressure. · Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies · Commitment to Save the Children values Desirable · Expertise in (child focused) migration/displacement programing · Experience in the coordination of various stakeholders · A strong international network within external facilities/organisations · Proficiency in various languages.
We can offer circa ££62,250 per annum (If based in UK) with an option of flexible working hours. If the role is based outside of the UK, National T&C (including pay) will apply.
This role can be based at any existing Save the Children office location on approval, provided the successful candidate has proof of eligibility to work from the preferred location.
