Programme Assistant – Migration Management At International Organization for Migration

Established in 1951, and operational in Pakistan since 1981, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, inter-governmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Over the years, IOM has expanded and affirmed its role as the leading Organization assisting the Government of Pakistan to ensure humane and orderly movement of people by devising practical solutions to shifting dynamics of migration, protecting, assisting and supporting vulnerable migrant populations, promoting international cooperation on migration issues and serving as a key source of advice on migration policy, research, data and practice.

In close coordination with the Government of Pakistan, IOM’s Migration Management Division (MMD) works towards strengthening overall migration management in Pakistan, mainly through delivering responses in thematic areas such as Immigration and Border Governance (IBG), Labour Mobility and Social Inclusion (LMI), counter-trafficking and counter-smuggling, readmission management and legal identity. In this regard, the MMD designs, plans and delivers interventions such as capacity building and technical support for government stakeholders on a range of migration management topics; awareness and outreach activities for vulnerable communities on regular migration channels and risks of irregular migration; provision of direct assistance to victims of trafficking and migrants in vulnerable situations and facilitating regular migration pathways through skills development trainings.

Under the overall supervision of the Senior Programme Manager (Immigration & Border Governance) and the direct supervision of National Programme Officer (Migration Management), the Programme Assistant will be responsible for the following duties:

Responsibilities and Accountabilities:

  • Provide assistance to MMD programme staff in the implementation as well as monitoring & evaluation of activities under the Migration Management portfolio of IOM Pakistan.
  • Assist to provide technical, administrative and logistical coordination for activities for government agencies, local partners and other stakeholders, in coordination with technical experts.
  • Coordinate the organization of meetings, workshops, trainings and study visits among project stakeholders; facilitate various project activities for project partners and government counterparts.
  • Draft relevant materials related to project activities such as project visibility materials, progress reports, ToR, agendas of MMD events such as workshops, trainings and study visits, project briefing notes, meeting minutes etc.
  • Initiate and follow up on the MMD purchase requisitions; manage payment invoices after the delivery goods and services in the freamework of ongoing MMD projects.
  • Support the preparation of work-plans for utilization of financial resources and tracking expenditures, in line with IOM’s policies and guidelines as well as donor requirements.
  • Participate and provide assistance in designing and implementing monitoring and evaluation tools, including assessments, surveys, and interviews, in order to document and determine the progress and impact of the project; identify issues and deviations and suggest remedial actions.
  • Undertake travel duty as may be required for the implementation of project activities.
  • Perform other such duties as may be assigned

Required Qualifications and Experience

EDUCATION

  • Bachelors or Equivalent or Higher degree in development studies, political sciences, social sciences, gender studies, law, human rights or other relevant field from an accredited academic institution with three (3) years of relevant professional experience.
  • Or
  • High School Degree/Certificate in the above relevant fields with five (5) years of experience.

EXPERIENCE

  • Experience in implementation of project activities, preferable in area closely related to migration.
  • Experience in preparation of relevant materials related to project activities such as project visibility materials, progress reports, ToR, agendas of workshops, trainings and study visits, project briefing notes, meeting minutes etc.
  • Experience in liaising with external actors such as government counterparts, civil society, academia and local communities.
  • Experience working with UN agency or international organization.

SKILLS

  • Strong communication and organization skills.
  • Well-organized, detail-oriented and able to prioritize and manage multiple tasks simultaneously with minimum supervision.
  • Ability to work effectively and harmoniously in a team of colleagues of varied cultural and professional backgrounds.
  • Proven ability to produce quality work accurately and concisely according to set deadlines.

Languages

  • IOM’s official languages are English, French, and Spanish.

REQUIRED

  • For this position, fluency in Urdu and English is required (oral and written).

DESIRABLE

  • Working knowledge of other local languages in Pakistan.
