ORGANIZATIONAL CONTEXT

The World Food Programme (WFP) works in Honduras to promote and protect livelihoods and human capital, addressing the root causes of hunger and poverty, and meeting the basic needs of the most vulnerable populations in crisis situations, in close collaboration with the government and other partners in the country. WFP has been present in Honduras since 1970, reaching annually about 1.5 million beneficiaries. WFP has a strong field presence, with offices and logistical structure in Tegucigalpa, Comayagua, Marcala, Santa Rosa de Copan, Choluteca, San Pedro Sula, Gracias a Dios, La Ceiba, and Puerto Lempira.

Under the direct supervision of the Partnerships Officer, the incumbent of this position is expected to demonstrate responsibility and initiative to respond independently to various queries with only general guidance. There is a requirement to use judgment in dealing with unforeseen operational problems on a daily basis. Job holders are expected to manage resources and coach and coordinate support staff.

JOB PURPOSE

To provide effective specialized support and technical analyses to policy and programme activities that effectively meet food assistance needs.

KEY ACCOUNTABILITIES (not all-inclusive)

  1. Provide technical support and assist in the development and implementation of various activities and processes within the specific area of work supporting alignment with wider programme policies and guidelines.
    2. Provide specialized project management support to specific and/or defined programmes to ensure that the various activities are performed within the established targets following WFP’s policies and procedures.
    3. Within the specific area of responsibility, prepare a range of reports and data analysis (e.g. food assistance needs, resource utilization, programme status, performance) and highlight trends/issues ensuring deliverables adhere to corporate standards and quality control.
    4. Ensure and/or perform accurate, timely recording of data within the specific technical area of work (e.g. assistance programmes, food security and vulnerability assessments) and consistency of information presented to stakeholders.
    5. Liaise with internal counterparts to support effective collaboration, implementation and monitoring of ongoing project activities.
    6. Coordinate and communicate with local partners, agencies, NGOs and government institutions to perform accurate food security analyses and to ensure efficient delivery of food assistance.
    7. Support the capacity building of WFP staff, cooperating partners and national government within the specific technical area.
    8. Act as a point of contact for resolution of a range of operational queries and problems within a specific technical area of responsibility.
    9. Oversee and/or review the work of other support staff, providing practical advice and guidance, to contribute to delivering objectives to agreed standards and deadlines.
    10. Follow standard emergency preparedness practices to ensure WFP is able to quickly respond and deploy needed resources to affected areas at the onset of the crisis.

OTHER POST REQUIREMENTS

  1. Writing and revision of proposals to secure funding from both traditional and non-traditional donors for WFP operations in Honduras.

2. Provide support for the organization of high-level events with donors for the presentation of results and/or other events that may be beneficial for WFP’s positioning in the region.

3. Manage donor intelligence mapping for forecasting funding opportunities on the Salesforce platform and ensure that a monthly report with funding opportunities is shared with senior management of the office.

4. Coordinate with the person in charge of reports to ensure that donor reports align with the agreements between WFP and the donors.

5. Provide support in reviewing agreements involving collaboration or new contributions for WFP.

6. Assist the Partnership Officer in ensuring that grant registration processes are conducted in coordination with the Global Offices, RBP, and HQ.

.STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education. A post-secondary certificate in the related functional area.

Experience: Six years of experience in a related area. Good writing and English skills are an asset.

Language: Fluency in Spanish (C) and working knowledge of English.

. Previous experiences with UN agencies, Governmental institutions or other International Organizations are appreciated.

. Has contributed to resource mobilization and/or partnership initiatives with local/national or international institution.

. Experience in high-level drafting and editing is highly desired.

TERMS AND CONDITIONS

Position: Programme Associate (Partnerships).

Type of position: Full Time.

Type of Contact: Fixed Term (G6).

Duration on Contract: 12 months with the possibility of extension, based on organizational requirements.

Duty Station: Tegucigalpa Honduras.

Open only to citizens of Honduras and for legal residents with a work permit.
