Context:
Under the overall supervision of the International Organization for Migration (IOM) Chief of Mission (CoM) in Bangladesh and the direct supervision of the Deputy Chief of Mission (DCoM) based in Cox’s Bazar, Bangladesh, the successful candidate will be responsible for the management of the provision of support in project development, Monitoring and Evaluation (M&E), and reporting for all IOM programmes in Cox’s Bazar, Bangladesh. In addition, the Programme Coordinator will coordinate with, advise and provide support to donor relations.
The Programme Coordinator will provide oversight to streamline and ensure the following: efficient internal and external sharing of information; timely and accurate reporting though robust M&E structures; sufficient funding of the emergency response in Cox’s Bazar through project development and strong donor relations.
Core Functions / Responsibilities:
Programme Monitoring and Evaluation
- Analyze trends, issues and progress of all programme implementation in Cox’s Bazar.
- Coordinate between the Resources Management Unit and Programme Managers to ensure that the latter are observant of financial, administrative and procurement requirements in line with IOM rules and regulations.
- Coordinate and administer the operational, administrative aspects of the Programme Support Unit (PSU) in Cox’s Bazar Sub-Office (SO), including oversight responsibilities of Programme Support Unit’s staff.
- Direct and oversee the M&E Team in order to generate data and inform/identify in advance implementation challenges, formulate solutions and ensure timely delivery of activities and services within the designated timeframe.
- Liaise with the Grants Management Team to track and control of grant agreements and to better support activities undertaken by IOM’s Implementing Partners.
- Coordinate with programme coordinators/units to support drafting of donor proposals and regular progress reports to be submitted to donors, Regional Office (RO) and Headquarters (HQ).
- Undertake duty travel relating to project/programme assessment, liaison with counterparts, problem solving, and new project/programme development, as required.
Programme Development and Donor Liaison
- Act as Focal Point in Cox’s Bazar SO for the design and development of new programmes/projects in close coordination with the CoM, DCoM, RO, relevant Programme Managers, governmental authorities and international and regional institutions, as well as partners’ organizations in public/private sector.
- Act as a donor relations and IOM intradepartmental Focal Point in Cox’s Bazar and respond to inquiries from HQ and the network of IOM ROs.
- Contribute to the conceptualisation of and develop programmes based on solid results framework that respond to emerging trends and national and donor priorities.
- Oversee compliance of all project development and reporting with the IOM Project Handbook and other polices and regulations.
Deputy Chief of Mission Support
- Identify areas of programme implementation which require the DCoM’s intervention.
- Draft policy briefings in relation to the DCoM’s liaison functions with the Government of Bangladesh, senior partners, visiting delegations and donors, liaising with respective Program Managers for related organizational events and partner United Nations Country Team (UNCT) organizations.
- Represent the DCoM in inter-agency meetings in relation to the establishment and implementation of joint programmes in coordination with Programme Managers as well as any other meetings, as requested by the DCoM.
- Ensure adequate follow-up with Bangladesh Country Office (CO) staff in support of the DCoM’s strategic input and key decisions, including assistance with the CO’s development of a country programme.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, and/or International Relations or Law from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Program Support or Program Development experience with proficiency in IOM systems, rules and regulations, as well as complementary experience in Development fields and Humanitarian Operations;
• Experience and/or familiarity with PRIMA will be a distinct advantage; and
• Experience working with Government and Donors.
Skills
• Excellent reporting and writing skills;
• Demonstrated ability to supervise and manage staff at an operational level in humanitarian emergencies;
• Excellent knowledge of the IOM project management cycle;
• Good knowledge of UN and bilateral donor programming;
• Ability to write and speak clearly and concisely in English;
• Strong computer skills; and
• Proven high-level representation skills, such as speaking at meetings and providing situational analysis.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Bangla is an advantage.
