The Hong Kong Red Cross’s International & Relief Service provides emergency disaster relief and rehabilitation assistance to people affected by natural and man-made disasters regardless of their nationality, race, religion, beliefs, or political opinion. Besides, we are constantly developing community resilience programmes.
Job Purpose:
This position is responsible for planning and coordination of the recovery and community resilience scope of work with the Red Cross Society of China (RCSC) and other identified Movement partners, to strengthen the community resilience of the HKRC supported region. S/he works closely with the Senior Programme Coordinator (SPC) to ensure effective and efficient implementation of the strategies with the highest level of accountability as possible to fulfill HKRC vision and mission.
Key Responsibilities:
- Ensure effective implementation of the strategies, and drive actions to strengthen the community resilience of the intervened communities, with the highest level of accountability as possible, to people affected by disasters, and enhance the capacity of vulnerable communities to cope with disaster risks
- Lead a sub team to manage including the design, monitoring the implementation and evaluation of the Community Resilience programmes both in Mainland China and Oversea
- Build up the capacity of designated local partners in disaster management as well as project management through training and coaching
- Facilitate the advocacy of the Community Resilience programmes with new initiatives in responding to the humanitarian needs of the vulnerable community, including the development of manuals, guidelines, training curriculums and toolkits
- Establish the partnership and coordinate the relationship with counterparts to ensure the effectiveness of the project
- Establish the network with Red Cross Red Crescent’s movement partners and other concerned parties working in China on Community Resilience programmes to facilitate the knowledge exchange and collaboration
- Responsible for report writing and assist in the formulation of policies and operational plans
- Travel to Mainland China and Overseas if needed
Requirements:
- University Degree Holder, preferably in human science, social service, international relationship or disaster management
- Minimum of 5 years postgraduate working experience, preferably with managerial experience on programme, people and finance management
- Minimum of 2 years working experience in overseas (Mainland China & Internationally) humanitarian sectors
- Good knowledge on global trends in humanitarian assistance and development agenda especially urbanization, climate change or related field
- Good knowledge of the context of Mainland China, including culture, policies and mechanism
- Solid experiences on programme management, community participation and humanitarian issues
- Proficient in both written and spoken English and Chinese (including Putonghua)
- Sound communication, coordination and facilitation skills, strong leadership and interpersonal skills
- Self-supported in computing systems
- Mature personality, self-motivated, strong sense of responsibility, independent, able to work in a multi-disciplinary team and under pressure
- Candidate with less experience might be considered for an assistant manager role (International & Relief Service Officer (Recovery and Community Resilience))
