Programme Delegate, Palestine (oPt) At Danish Red Cross

The Danish Red Cross is looking for a Programme Delegate to strengthen our small, but very dynamic team working in the occupied Palestinian territory (oPt). Can you provide strategic direction in Disaster Management and Emergency Response to a young and engaged Red Cross National Society, ensure technical quality and accountability of programmes and drive the strengthening of management systems and capacities as part of the Danish Red Cross country team in Palestine?

The Danish Red Cross (DRC) supports several Red Crescent National Societies in the Middle East and North Africa (MENA). The humanitarian needs in the region have increased steeply over the last years, our support focuses on emergency support, health, psychosocial support, volunteer management and organisational development. We emphasize strengthening of partner organisations, both within organisational development and operational capacity building. We see integrity, transparency, autonomy and sustainable volunteer structures as conditions for building sustainable operational capacity. In the MENA-region DRC teams are present in Iraq, Lebanon, Palestine, Syria, and Yemen with a total of approx. 18 international delegates of different profiles.
The conflict affecting the occupied Palestinian territories presents one of the longest and most complex crises worldwide and is therefore home to the longest ongoing DRC intervention in the region. Without interruption DRC has been present in Palestine since 2003 and is working in Partnership with the Palestine Red Crescent Society (PRCS) since then. We have been instrumental in building up their psychosocial support capacities and are supporting health, youth, humanitarian diplomacy and DRR programmes, while providing emergency relief in the frequent periods of escalating tensions and violence. Our portfolio has been steadily growing over the last years, opening it towards new areas like CVA and Forecast Based Action, while strengthening the response capacities of PRCS to medical emergencies has become another key focus since the onset of the COVID-19-pandemic.

Responsibilities
The Programme Delegate position forms part of the DRC country team and works in close cooperation with our implementing Partners in PRCS. The Delegate is part of the regional team and maintains close working relations with DRC Headquarters in Copenhagen and the Regional office in Beirut. The Programme Delegate is responsible for implementing the Program and for facilitating the coordination with the other consortium partners and PRCS as well as with other relevant stakeholders. The Programme Delegate will work with a high degree of autonomy under the overall coordination of the DRC Country Manager who is the overall responsible for the management of the DRC program portfolio in the oPt.

Experience and qualifications You have a minimum of 5-years of solid experience in the implementation of emergency and development programmes including health programmes in fragile countries, and ideally also of working under conflict affected circumstances. Experience with multiple donors like ECHO and DANIDA specific funding, hereunder implementation and reporting procedures is required.Experience from the Middle East and the RC/RC Movement will be an advantage.

You have a relevant educational background and we expect that you have good analytical skills and that you can handle stressful situations. You possess excellent communication, coordination as well as networking and facilitation skills. Good cultural understanding and the ability to work in a challenging multicultural environment with and through local partners is crucial. Project cycle and financial management experience as well as project proposal writing are essential, and excellent English speaking and writing skills are key requirements – Arabic will be a strong advantage, other relevant languages like French or Danish important assets. You must be self-supporting in computers and possess a valid international driving licence.

Employment Conditions The ideal starting date is 1 December 2021 or soonest thereafter, the length of the contract is 24 months with the possibility of extension.
Your duty station will be Ramallah in the oPt, with frequent visits to Jerusalem and Gaza, as well as field visits to project locations in the West Bank, to the degree that the security situation in-country allows and is expected under the current circumstances to require at least 10% of the contract period. You will report to the Danish Red Cross Country Manager in oPt. The salary including all allowances and pension will range between DKK 42,900 and 45.300 depending on qualifications and experience.
