Position Title: Programme Development Officer

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Programme Support Officer (PSU), the Programme Development Officer will be responsible for providing technical support for the development, implementation and reporting of IOM Costa Rica programs, projects, and initiatives, including facilitating adequate funding for a variety of projects.

The Programme Development Officer will also contribute to refining and developing key tools to support the monitoring and implementation of the overall programme strategy in close coordination with the IOM Chief of Mission.

Core Functions / Responsibilities:

  1. Research opportunities for project development and synergies with partners within the country and make recommendations accordingly.
  2. Provide technical inputs to support the development of thematic papers on key areas to be shared with partners.
  3. Contribute technical inputs to support the development of a funding proposal related to the Strategy.
  4. Assist with the development of the Annual report based on the Strategy based on collected and compiling information.
  5. Contribute to the development of project proposals and budgets in line with IOM Costa Rica country strategy and donor requirements. Liaise with program staff to facilitate the incorporation of trends, lessons learned, etc.
  6. Maintain collaborative relationships with local grantees, local government authorities, local contractors, UN Agencies, and international Non-Governmental Organisation (NGOs), donors, and other key stakeholders to facilitate the smooth implementation and development of new projects related to IOM Costa Rica Programs.
  7. Support the inclusion of concept notes, proposals, and budgets into the PRIMA system.
  8. Review and coordinate the submission of situation reports, interim and final reports according to IOM requirements to donors.
  9. Support the coordination mechanisms related to the Global Compact for Migration and the UN Migration Network.
  10. Collect overall program information for IOM Costa Rica Chief of Mission and program coordinator. Propose recommendations to strengthen program activity implementation.
  11. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Law, Human Rights, International Relations, Management, Development Studies, Planning, Business Administration or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in projects related to community stabilization;
  • Specific work experience with multi donor portfolio is indispensable;
  • Previous experience in humanitarian assistance and community-based programming desirable, particularly in the areas of emergency assistance to migrants, infrastructure works, procurement and civil-society strengthening or monitoring and Evaluation;
  • Experience in developing and maintaining budgetary disciplines across a wide range of grant activities;
  • Experience working with staff from diverse environments and backgrounds;
  • Experience in graphic design, Excel Power Point, or other software to generate sophisticated reporting;
  • Experience in Costa Rica and Central America and the Caribbean an advantage;
  • Significant reporting experience required, preferably with Microsoft Access.

Skills

  • Good knowledge and cultural understanding of the region and conversant on regional politics;
  • Excellent communication and writing skills with the ability to analyses complex problems and identify and convey clear, rapid solutions;
  • Effective resource management skills;
  • Familiarity with political analysis in complex crisis settings;
  • Strong general analytical skills.

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English and Spanish is required (oral and written). Working knowledge of French is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
