Context:
Under the overall supervision of the Deputy Chief of Mission (DCoM) (Emergency) and the direct supervision of the Programme Coordinator in Cox’s Bazar, the Programme Development & Reporting Officer will provide support for the Country Office’s (CO) resource mobilisation, external liaison functions and strategic planning for all of the International Organization for Migration (IOM) programmes in Cox’s Bazar, Bangladesh.
Core Functions / Responsibilities:
- Provide technical and administrative support for the conceptualization and development of new programmes/projects that respond to emerging trends and priorities within Cox’s Bazar, in close coordination with Senior Management, the DCoM, Program Managers, the Programme Coordinator, and external partners, facilitating compliance with IOM and donor interests and requirements.
- Support donor contract management by coordinating the administrative and budgetary aspects of new and ongoing projects, including activation, processing, endorsement, records-keeping and submissions in line with specific IOM internal requirements and procedures; liaise with the Grants and the Office of Legal Affairs (LEG) units on contract obligations with external partners, including implementing partners.
- Support the consolidation and analysis of data on project implementation and indicators as well as the preparation of interim and final donor reports and other reports, as required, in close coordination with Program Units.
- Support fundraising actions by liaising with donor relations counterparts, organising and attending meetings and field site visits, drafting inputs for funding proposals, and compiling and analysing information on donor policies and priorities.
- Assist with the overall integration of Monitoring Evaluation Accountability and Learning (MEAL) outputs in existing and new projects in close coordination with Program Managers and contribute to the development of M&E data collection and quality assurance tools for projects or programs, as required.
- Assist in coordinating the compilation of reports and papers on IOM strategic approaches and priorities for internal and external distribution; and research, draft and present documents necessary for project development, reporting and donor liaison purposes.
- Participate in regular in-country duty travel and field visits in Bangladesh to assist in coordinating, evaluating and improving the planning, programming, implementation and monitoring of assistance projects.
- Provide general administrative and technical support in preparation and organization of conferences, meetings, donor visits, trainings and other events including communication and liaison with donors, counterparts, and the Government of Bangladesh.
- Support the DCoM and Programme Coordinator, and where needed assist, in liaison with relevant authorities, United Nations agencies, Non-Governmental Organizations (NGOs), Government and other stakeholders.
- Keep accurate and pertinent records of all correspondence, project development and reporting files, and administration information including through the proper utilization of the SharePoint and PRIMA.
- Attend weekly Programme Manager meetings and other meetings with the Programme Coordinator and DCoM as required, take notes and monitor action points for circulation and follow up.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy or a related field from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
Experience
• Experience in supporting project development, reporting, fundraising and donor relations, as well as project monitoring and evaluation;
• Previous experience working in an international organization and knowledge of the UN is essential;
• Previous experience with and knowledge of foreign government funding mechanisms is essential, specific experience with development funding is an advantage
• Experience in humanitarian programmes for refugees and internally displaced peoples;
• Experience and/or familiarity with Project Management systems.
Skills
• Knowledge of the region is an advantage.
• Strong project development and superior report writing skills.
• Computer skills and proficient knowledge of Microsoft applications (Word, Excel, Outlook, SharePoint, PowerPoint) is essential.
• Basic mathematical competencies concerning project budgeting and financial analysis.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of
Rohingya, Bangla, Hindi and/or Urdu is an advantage.
Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
