Under the supervision of the Emergency Manager, the Programme Lead will lead the programmatic and technical part of Oxfam’s humanitarian response strategy and the transition from an emergency programme to a longer-term programme.
WHAT WILL YOUR RESPONSIBILITIES BE?
- Responsible for the humanitarian programmatic and technical strategy and the implementation of the humanitarian program under the direction and validation of the Emergency Manager;
- Ensure the management and supervision of program coordinators based in Ouagadougou, Kaya and Dori, ensuring that the different sectoral programs are complementary and linked to each other;
- Define a partnership strategy and lead active engagement and support for local partners with a view to making local agencies accountable in accordance with the commitments of the Charter for Change;
- Maintain an analysis of the humanitarian context and use it to inform interventions;
- Lead the design and development of an appropriate and practical contingency plan, as well as related preparedness and mitigation strategies, including capacity building initiatives;
- Ensure constant liaison between MEAL and the technical teams;

Essential criteria
- Relevant experience of at least 5 years in the field of humanitarian programming and planning in complex and conflict contexts within an NGO, including 2 years at the international level or a United Nations operational agency or an equivalent body;
- At least 3 years of experience supervising or managing teams of at least 3 senior people;
- Extensive experience in large-scale humanitarian programming (design and implementation) at senior level and humanitarian management;
- Evidence of professional excellence in related sectors (WASH, EFSVL, gender in emergencies, protection, community engagement);
- Experience in financial management – Proven ability to work with high budgets (between 5 and 10M EUR);
- Have experience in advocacy and the integration of advocacy and humanitarian programming;
- Excellent knowledge of Spheres and CHS norms and standards, cash transfer programs, social safety nets linked to social protection;
- Perfect command of French, written and spoken, English would be an asset.
