ORGANISATIONAL CONTEXT
The International Development Law Organization (IDLO) enables governments, empowers people, and strengthens institutions to realise justice and promote peace and sustainable development. IDLO is the only global intergovernmental organisation exclusively devoted to promoting the rule of law and access to justice.
With its headquarters in Rome, Italy, a Branch Office in The Hague, Permanent Observer Missions to the United Nations in New York and Geneva, and 18 Country Offices across the globe, IDLO carries out policy advocacy, research and the rule of law and justice programmes, operating in every region of the world.
Since 2009, IDLO has delivered programs and undertaken research on health law and human rights in the development context. In this area, IDLO has promoted the use of the law to advance the right to health for all and has strengthened the capacity of countries to apply the rule of law solutions to address public health challenges. IDLO’s Health Law Programme is grounded in the human rights-based approach. Its programmatic focus has included HIV and non-communicable diseases (NCDs) and, more recently, pandemic preparedness and social determinants of health. Geographically, IDLO has implemented health law programs in all regions. Since its inception, the Health Law Programme has built strategic partnerships with UN system organisations, including WHO, UNAIDS, UNDP, and academic partners on global health, law and rights.
The Health Law Programme fits squarely within IDLO’s Strategic Plan 2021-2024 and Strategic Objective 6 ‘Rule of law advances healthy lives and well-being for all. It contributes to the 2030 Agenda working at the intersection between SDG 16, SDG 2, SDG 3, SDG 5, and SDG 13. These goals are interrelated in that justice is realised when all people, including women and girls, have equal opportunities to live healthy lives.
THE POSITION
Under the direct supervision of the Permanent Observer to the United Nations and International Organizations in Geneva, the Program Lead engages with internal and external functions to develop and manage large/innovative programs, including developing the design and management of the complete work and staffing plan, budget. The Program Lead manages and reports on program status and progress and communicates these internally to IDLO and/or to respective stakeholders, as needed.
The Program Lead represents IDLO with Partners, IDLO HQ staff and Government officials, technical advisors and experts, donors, and civil society.
Summary of Functions:
- Oversee the Health Law Programme implementation and ensure that all projects are consistent with the project design and delivery schedule and in line with IDLO’s organisational strategies, processes and procedures.
- Monitor program activities to ensure program compliance with donor contracts and procedures and that program cycle quality controls are in place.
- Program Development and Program Representation.
- Lead the Health Law Programme team, ensuring effective, efficient, result-based and timely delivery of activities and results, supporting team members’ professional development.
- Serve as an officer in charge as needed and requested in the absence of the Permanent Observer to the United Nations and International Organizations in Geneva.
Responsibilities:
1. Oversee the Health Law Programme implementation, including work planning, budget management, monitoring, and reporting, and ensure that all phases of the projects are consistent with the project design and delivery schedule, and IDLO’s organisational strategies, processes and procedures.
- Monitor program implementation issues, including revisions to project design and work plans; make timely and optimal course corrections decisions.
- Manage both the human and financial resources linked to project implementation (i.e., project officers, consultants, budgeting, etc.).
- Maintain oversight of the overall financial management accurate financial forecasts, including reviewing financial reports and, identifying areas of over-or under-spending, and flagging any urgent budgetary issues.
- Review and provide inputs to annual and quarterly reports; clear the submission of financial and narrative reports; highlighting the value and impact the program/activity brings.
- Design, research, draft, and edit legal working papers, memos, briefs, and other original materials in the field experience, and utilise these materials for the development of relevant outputs.
- Ensure program deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
- Lead on the development of research and policy-related issues for the Health Law Programme, in cooperation with other interested parties.
- Collaborate with different Departments, Branch Offices and Field Offices for the necessary support and resources required for effective program development and implementation.
2. Monitor program activities to ensure program compliance with donor contracts and quality standards.
- Ensure compliance with program contracts and subcontracts.
- Conduct research on legal, political, social, and economic events, trends, and/or developments relating to the program; respond to internal and external requests for such research.
- Design, research, draft, and edit legal working papers, memos, briefs, and other original materials in the field experience, and utilise these materials for the development of relevant outputs.
- Oversee the research, design, and drafting of program strategies, project proposals, working papers, memoranda of understanding, briefs, and other original materials for the IDLO Health Law Programme.
- Ensure the timely monitoring and evaluation of programs, outputs, benchmarks, and milestones; develop and manage program evaluation plans; oversee the preparation and dissemination of timely monitoring reports according to relevant monitoring templates.
- Undertake regular monitoring missions to projects’ selected countries and other locations, as needed.
- Ensure program deliverables meet quality standards and proactively seek input from relevant substantive internal experts.
3. Program Development and Program Representation.
- Represent IDLO in program events, and under the guidance of the supervisor, build relationships and liaise with donors, UN agencies, government institutions, CSO’s and other stakeholders in the rule of law field through meetings and the preparation of reports and briefs.
- In coordination with the supervisor, generate ideas and identify new programmatic and policy opportunities; provide substantive input in the development of proposals or concept notes aimed at innovatively expanding IDLO’s Health Law Programme portfolio in line with the organisational strategy.
- Responsible for the design of implementation plans by means of standardised program cycle management tools, logic models and frameworks, work plans, monitoring reports, and others.
- Provide active assistance and support in working with external stakeholders and donors to maintain or enhance existing relationships to the benefit of the Organization and actively participate in advancing new donor and stakeholder partnerships; provide input to relevant institutional and project websites.
- Lead on the integration of Health Law into IDLO’s work at all levels, including through mentoring staff, the Health Law Cluster, and other capacity development activities.
4. Lead the program team, ensuring effective, efficient, result-based and timely delivery of activities and results.
- Effectively lead the team by providing clear direction, addressing development, and performance management through ongoing dialogue and mentoring; fostering a teamwork approach in meeting objectives and goals; address possible conflicts in a positive and constructive manner; encourage initiative and maintain effective working relationships within a multi-cultural setting.
- Responsible for developing staffing plans, and coordinating with Human Resources in the recruitment and selection of employees and consultants. Select, supervise, and manage international and national technical experts, ensuring that the work delivered meets high-quality standards and is coordinated at HQ and field levels.
- Oversee the monitoring of contracts, responsible for providing recommendations on amendments and changes to contracts and status.
- Serve as an officer in charge as needed and requested in the absence of the Permanent Observer to Geneva’s United Nations and International Organizations.
IDEAL CANDIDATE PROFILE
Education and Experience
- Graduate degree (master’s or equivalent) in Law, International Relations, Development Studies, Public Health or other related field is required.
- 8- 10 years of relevant professional experience within international and similar development organisations, designing and implementing complex programs.
Languages
- Full professional competence in written and verbal communication skills in English is required.
- Knowledge of other languages, French, in particular, is highly desirable.
Specific knowledge, skills and behavioural competencies
- Familiarity with standard program and data management tools and results-based management and monitoring and evaluation principles.
- Excellent written and verbal communication skills.
- Good knowledge of Microsoft Word, Excel and PowerPoint. Proficient use of other ICT software and internet software.

TERMS AND CONDITIONS
For this internationally professional recruited position, IDLO shall offer the selected candidate an International Affiliate Contract of 6 months.
IDLO shall also offer a basic monthly salary of EUR 5,556 and a benefits package including provident fund contribution, medical insurance, and leave entitlements in accordance with the IDLO Employee Regulations and Rules.
Salaries and benefits paid by IDLO to employees are exempt from taxation in Italy. IDLO employees are responsible for compliance with income tax laws of their country of nationality or residence and/or of any other relevant fiscal jurisdiction.
