Programme Manager – Asia Pacific At Article 19

Contract: One year renewable
Working hours: Full time (37.5 hours per week)
Salary: Approximately USD 48,402 -49,411 per year, depending on experience
Location: Southeast Asia (preferably Thailand or Malaysia). Candidates must demonstrate ability to work where they propose to be based. ARTICLE 19 cannot support a visa for this position.

In the previous five years, one of the key achievements of ARTICLE 19 has been expanding and strengthening our international reach by consolidating our presence outside the UK, recruiting national or regional staff, and establishing strong and operationally autonomous national or regional offices. Being based in the countries and regions in which we work, we believe we have a better understanding of regional and national realities and local needs and thus have greater impact on freedom of expression developments. We are able to respond more swiftly to opportunities or crises. We are closer to our partners, and thus more capable to respond to their demands and strengthen interactions and capacities.

ABOUT THE ROLE

The Programme Manager will be a key member of ARTICLE 19’s Asia-Pacific Programme. Under the supervision of the Head of Asia Programme, the Programme Manager will assume responsibility for the day-to-day implementation of the Engaging Tech for Internet Freedom project. He or she will conduct research and advocacy, coordinate the efforts of project partners, lead ARTICLE 19’s implementation of project activities, ensure compliance with the policies of the donor and ARTICLE 19, and ensure timely and accurate reporting to the donor, among other tasks.

More broadly, the Programme Manager will be a key member of ARTICLE 19’s Asia team, helping to formulate ARTICLE 19’s strategy in the region, representing the organisation to external stakeholders, responding to developments in the business and human rights space as they relate to online freedom of expression, and helping to prepare external communications such as press releases, public statements and submissions to international bodies.

ARTICLE 19 seeks applications from highly skilled candidates that have and significant knowledge relating to business and human rights, digital rights, and international human rights standards and experience in project management and coordination.

KEY RESPONSIBILITES

Research, advocacy, and external communications (60%)
• Monitor developments in the Asia-Pacific region that relate to business and human rights and in the tech sector.
• Proactively identify opportunities for advocacy on developments relating to business and human rights and in the tech sector in the Asia-Pacific region.
• Draft press releases, public statements, open letters, submissions to international bodies and other external communications in line with editorial policy and process.
• Working closely with digital engagement specialists, contribute to ARTICLE 19’s regional social media presence.
• Lead research initiatives and the drafting of advocacy reports concerning business and human rights in the tech sector in the Asia Pacific region and provide support to country offices engaging in such research activities.
• Play a key role in the development of ARTICLE 19 research strategy by collaborating with colleagues overseeing research standards.
• Represent ARTICLE 19 in meetings with diplomats, government officials, partners, technology companies and other relevant private sector actors, and others.
• Develop and maintain strong relationships with partners, including NGOs, CSOs, the media, and diplomats on business and human rights issues in in the tech sector.

Project coordination and project management (20%)
• Plan and implement Engaging Tech for Internet Freedom activities, including by developing detailed work plans and coordinating the work of other team members.
• Coordinate the efforts of Engaging Tech for Internet Freedom partner organisations.
• Oversee the collection and filing of Engaging Tech for Internet Freedom project-related information.
• Plan and implement large events, including by coordinating partners, managing team members, and serving as ARTICLE 19’s most senior representative.
• Ensure compliance with donor policies and requirements, including those relating to financial and narrative reporting.
• Lead monitoring and evaluation activities relating to the Engaging Tech for Internet Freedom project.

Finance and administration (10%)
• Ensure accurate and timely financial reporting of project expenses in line with ARTICLE 19’s financial policies and procedures.
• Ensure expenditures are consistent with organisational and grant budgets.
• Develop expense reports and payment requests.
• Oversee the maintenance of project management systems by junior team members.
• Ensure compliance with organisation and donor financial policies and procedures, including by junior team members.

Other (10%)
• Contribute to cross-learning and collaboration with other ARTICLE 19 offices in the region and around the world.
• Contribute to the development of ARTICLE 19’s regional and global strategy.
• Undertake any other duties commensurate with the post that may reasonably be required.

PERSON SPECIFICATION
Education and experience

• Graduate degree, preferably relating to law, human rights, or information technology.
• Demonstrable extensive experience in law, human rights, or information technology; with a preference for specific experience in relation to business and human rights and/or digital rights.
• Experience organising seminars or workshops.
• Experience working in the Asia-Pacific region and significant relationships with civil society in one or more countries in the region.
• Experience in project management and financial administration.

Knowledge
• Knowledge of international human rights standards relating to digital rights and freedom of expression, as well as international human rights mechanisms.
• Knowledge of the political environment, cultural context, and human rights situation in the Asia-Pacific region, especially in relation to digital rights and Internet freedom.
• Knowledge of programme management tools and systems.

Language skills
• Fluency in English.
• Strong writing skills with a willingness to take editorial input.
• Fluency or conversational ability in one or more Asian languages strongly preferred.

• Ability to work effectively under pressure and to respond positively to challenges and time pressures.
• Commitment to excellence and attention to detail.

Other requirements
• Candidate must demonstrate ability to work in location where they will be based; ARTICLE 19 is not able to support a visa for this position.

• Willingness to work outside normal working hours including weekends and evenings, when necessary.
