Context:

Launched in March 2017 with funding from the EU Emergency Trust Fund for Africa, the EU-IOM Joint Initiative on Migrant Protection and Reintegration (JI) in the Horn of Africa assists migrants along key migration routes in Africa with Assisted Voluntary Return and Reintegration in the Horn of Africa. It enables migrants who decide to return to their countries of origin to do so in a safe and dignified way, and to help them restart their lives in their countries of origin. This is done through an integrated approach to reintegration that supports both migrants and their communities.

The Migration Repose Plan (MRP) and the Africa Regional Migration Program (AMRP) also provide a framework for enhancing service delivery in Somalia through sustainable approaches for capacity building of government and partners, direct humanitarian and emergency assistance, reintegration assistance and durable solutions. Synergies with other programs are also promoting better migration management and contributing towards migration governance and implantation of the Global Compact on Migration (GCM) by collaboration with relevant government agencies with migration functions and participating in the UN Network on Migration for Somalia.

Under the overall supervision of the Chief of Mission (CoM) and direct supervision of the Deputy

Chief of Mission (DCoM) in Somalia, and in close coordination with the JI Senior Regional

Programme Coordinator, in coordination with the Regional Migrant Response Plan (MRP) Coordinator in Nairobi and with the support of the Migrant Protection and Assistance (MPA) Regional Thematic Specialist in IOM’s Regional Office (RO) in Nairobi, the successful candidate will manage IOM Somalia’s Joint Initiative programme and MRP programme. S/he will work with government authorities and technical partners to implement Migrant Assistance and Counter Trafficking activities, Assisted Voluntary Return and Reintegration (AVRR), Operational and Mixed Migration activities in Somalia.

Core Functions / Responsibilities:

  1. Oversee implementation of the Joint Initiative (JI) Programme in Somalia, in close coordination with the Regional Thematic Specialist in RO Nairobi.
  2. Provide technical oversight to IOM Somalia staff on Assisted Voluntary Return, Reintegration (AVRR) and Capacity Building activities particularly in the use of the IOM Standard Operating Procedures for Return and Reintegration and the management of Migration Response Centres (MRCs) as mechanisms for migrant assistance in Somalia.
  3. Supervise timely implementation of the JI and MPA activities as per the work plans, ensuring technical soundness, donor conditionality and guidelines, relevant IOM procedures in finance, procurement and Human Resource (HR) as well as clear communication and co-ordination with the project counterparts and implementing partners.
  4. Oversee the performance of AVRR staff and consultants. Provide timely technical guidance and assistance to the staff and manage objective, constructive Staff Evaluation System (SES). Monitor the timeliness and the quality of deliverables produced by consultants and ensure final evaluation of the consultancy.
  5. Provide technical support and guidance to the government of Somalia in order to institute structure and systems to support vulnerable migrants, including support to establish the systems of migration governance, such as migration policy and national migration coordination mechanisms.
  6. Lead periodical monitoring of the JI and MPA activities’ implementation schedule against work plans and budget utilization against budget table and PRISM.
  7. Ensure timely development and submission of internal and external reports, including the donor reports and their supplementary documents.
  8. Supervise and coordinate screening and assistance of the beneficiaries and maintain an updated record of cases and files, while ensuring the confidentiality of the data.
  9. Oversee communication related to MPA projects in co-ordination with Programme Support Unit (PSU). Ensure visibility of the donor governments and IOM and IOM Data Protection Policy in communication materials developed for projects, paying attention to accuracy, clarity and effectiveness of the materials to the targeted audience.
  10. Overall management of the MRP framework in Somalia, including oversight of all project related metrics for the MRP projects implemented in Somalia, ensure effective management of the MRP plan including the coordination of the annual country priorities, implementation of the plan, monitoring and reporting, enhancing the coordination with relevant IOM units and missions and MRP partners, strategically positioning the MRP in the relevant coordination mechanisms, ensuring the communications and visibility around the plan is strengthened, supporting with the project developments and fundraising activities for the plan in collaboration with MRP partners.
  11. Support the expansion of IOM’s migrant protection and assistance portfolio in Somalia. Promote its effectiveness and coherence with humanitarian and development activities.
  12. In close coordination with PSU, develop concept notes, project proposals and budgets and explore new areas of interventions, in particular on innovative areas on migrant protection and assistance, including also community engagement.
  13. Establish and maintain strong partnership and liaison with implementing partners, the donor community, government entities, local authorities, UN agencies and other stakeholders; promoting dialogue, information sharing and cooperation among government and non-government actors; furthermore, ensure strong coordination and collaboration with IOM Somalia field offices.
  14. Undertake duty travel in line with prevailing security restrictions relating to project assessments, liaison with counterparts and project implementation, as may be required.
  15. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in International Relations, Migration Studies, Human rights, Law, Development Studies or a related field from an accredited academic institution with five years of relevant professional experience; or

• University degree in the above fields with seven years of relevant professional experience.

Experience

• Experience in project/programme management with United Nations Agencies or Non-Governmental Organisations (NGOs) in migration management focusing on migrant protection, assisted voluntary return and reintegration, counter-trafficking and smuggling of humans, with supervisory responsibilities and demonstrated achievements;

• Demonstrated experience in the management of finances, procurement and human resources;

• Demonstrated experience in developing proposals and budgets and preparing donor reports;

• Experience planning, organizing and facilitating trainings;

• Experience in conducting Monitoring and Evaluation (M&E), with understanding of M&E toolsand approaches;

• Working experience in a non-family duty station in conflict or post-conflict countries.

Skills

• Ability to liaise with government officials and coordination with key partners;

• Good level of computer literacy including database applications;

• Sound management and organization skills;

• Excellent writing and presentation skills;

• Excellent inter‐personal and communication skills;

• Ability to work independently and as a team member.

Languages

IOM’s official languages are English, French, and Spanish.
