The Opportunity

Sudan’s Government is preparing to implement Sudan Family Support Program (SFSP) and provide cash transfers of $5 per person per month to approximately 80 percent of the population, estimated at 32.5 million men and women, for an annual cost of $1,950 million, the aim is to provide direct cash transfer of 5 USD for each household member, for 12 months

However, recipients of the SFSP require national identification documents for enrolment onto the program, while many men and women in Sudan, particularly in marginalized areas, do not have identity documents. Access to mobile phone networks is also limited in remote areas, posing challenges for enrolment in the SFSP. In response to these challenges, Save the Children (SC) proposes to lead a consortium with Mercy Corps (MC) and Alight to support the rollout and implementation of SFSP in hard-to-reach localities in the Red Sea, South Darfur, and Kassala. The consortium will work with vetted, solid national partners to support the performance of the program. SC will implement activities in Red Sea state, South Darfur by MC, and Kassala by ALIGHT.

The Sudan Family Support Programme Manager will play a key leading role in planning, coordinating, and monitoring implementation activities within a one-year project funded by WB, Red Sea State direct implementation by SC, in addition, to oversee the consortium partners program implementation in South Darfur by MC, and Kassala by ALIGHT. He/She will be accountable for leading the implementation of this project that aims to transfer cash to low-income families to improve access to and use of education and health services, food intake and security, as well as asset accumulation

This post plays the lead role in planning, executing, monitoring, controlling, and closing projects, including, accountability for the entire project scope, project team, resources, supervision and couching the performance of the consortium and local partners and the field-based staffs, coordinate delivery of projects goods, collect, analyze and forward project information to the HPI, organize and implement staff training, local partner’s personnel and volunteers, resolve program-related issues and liaise with the local community and the community leaders to ensure resolution of issues impede attain project deliverable. The project manager will have a significant responsibility to deliver timely results and for coordination with the SC and SMF, partners, community stakeholders.

In order to be successful, you will bring/have:

Essential

  • Masters degree/University degree in Social Sciences, Development studies, Agricuture and livelihood, Rural Development, Economics and/or related discipline.
  • Minimum 8 years of experience from working as a Project Manager in a humanitarian setting managing, food security and Livelihoods, and cash + programming
  • Management experience of operational aspects of Cash Transfer and FSL Programming.
  • Understanding of field level representation with key stakeholders and co-ordination with other NGOs/UN
  • Strong ability to work with diverse groups/individuals – ranging from local partners, local authorities, the humanitarian community and the private sector and muti cultural.
  • Demonstrable understanding of M&E and beneficiary accountability
  • Strong experience in program implementation.
  • Excellent planning, management and coordination skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities
  • Politically and culturally sensitive with qualities of patience, tact and diplomacy;
  • A high level of written and spoken English;
  • The capacity and willingness to be extremely flexible and accommodating in difficult and sometimes insecure working circumstances;
  • Good attention to detail;
  • Experience or knowledge of working and living in relevant regions/contexts;
  • Experience in livelihood assessments, both field data collection and analysis.
  • Commitment to the aims and principles of Save the Children. In particular, a good understanding of the mandate and child focus and an ability to ensure this continues to underpin our support
