DEPARTMENT PURPOSE:

The Programme department exists to work directly with Oxfam’s beneficiaries and partners to overcome poverty and suffering; and to advocate and campaign for policy, knowledge, attitude and practice change to help achieve Oxfam’s change goal.
TEAM PURPOSE:
To effectively establish Oxfam Program, in Marib and to ensure effective, efficient, and quality implementation of humanitarian response to the conflict affected population in Yemen including contributing to the humanitarian Program design and management. Supports Oxfam’s impact locally, regionally, continentally and globally through ensuring humanitarian program alignment to the key strategic objectives and program standards Ensures that the humanitarian Programs make the proper shift, with the quality needed to ensure a proper achievement of the Oxfam Yemen Country Strategy. Leads the strategic guidance, oversight, and technical advice to the field teams in Marib including ensuring regular assessment, Program design, planning, implementation, reviewing progress and spending, compliance of policies and procedures, supports resources mobilization efforts and management, collaboration and partnership, people management, reporting, and representation. The team comprises of Water and Sanitation Hygiene (WASH), Emergency Food Security and vulnerable Livelihood (EFSVL), Gender, Protection and support team in the field who are engaged in program implementation to ensure that promotion of women’s rights are at the heart of all Oxfam work. Ensure regular assessment of needs and develop Program strategy to address the needs in close consultation with Programme Coordinator (PC) and Deputy Country Director (DCD-Program) JOB PURPOSE: Lead the design, implementation, management, and coordination of the humanitarian response and resilience Program in Marib. This includes representation, coordination, Program management and advocacy as well as establishing Programs and office base for long term presence of Oxfam in the assigned Program area.
KEY RESPONSIBILITIES (Technical, Leadership, People and Resource management)
Leading Program delivery and implementation:
• Coordination of and delivery of agreed plans or strategies.
• Maintain and frequently update analysis of humanitarian and development situation in area of operation and use this analysis to inform interventions, and keep senior management advised of opportunities and constraints.
• Lead on defining and revising local level objectives and strategy in a specific team.
• Deliver demonstrable impact through direct Program action and advocacy action based on Program experience and outcomes to bring about policy and practice changes relating to Oxfam’s aims.
• Proactively ensure that gender equity issues are considered in all aspects of Oxfam’s work.
• Ensure that emergency preparedness plans are reviewed and updated regularly and as necessary.
• Ensure a high quality, multi-sectoral approach, aiming at reaching Sphere standards, with a strong focus on quality and accountability.
• In coordination with the line manager, represent Oxfam to civil society, local authorities, donors and members of the humanitarian community locally, attend all relevant external meetings.
• Establish and maintain contact with all key actors relevant to programme implementation ( government, ministries, UN and NGOs) in the area and share programme successes and challenges.
At the field level, to implement and manage the emergency Program within a given geographic jurisdiction including:
• Developing Program policies and objectives within protection framework
• Work with the field and head office sector leads to identify programmatic gaps, oversee, and manage the development of new proposals closely aligned with Oxfam’s strategy and objectives.
• Developing and monitoring project objectives.
• Recruitment of local staff, and management of all staff in line with Oxfam policies, including performance management, ensuring that they have the necessary induction, training and support as required.
Ensure submission of high-quality internal and donor narrative and financial reports as appropriate.
• Ensure that the Program is implemented in a consultative, participative and gender sensitive way.
• When appropriate, and by delegation, liaising with donors.
Manage Oxfam GB’s risk:
• Ensure that budgets are drawn up for all activities, and that costs are kept within budgets, providing a monthly financial summary to the country co-ordination office and quarterly analysis of trends.
• Provide regular, consistently high-quality reports on Program and projects by ensuring that proper monitoring is included in all work.
• Manage and monitor administration and logistics systems and procedures.
• Ensure effective staff security procedures and draw up special security guidelines in the event of serious security risk.
• Actively implement Oxfam GB’s diversity policies in the recruitment and employment of staff, in also the Program delivering.
• Maintain contact with authorities and other agencies and ensure that Oxfam complies with relevant legislation and that its activity is understood and publicized.
Program development and scale up:
• Contribute to expansion of the Program through detailed analysis of needs and risks for Program expansion.
• Establish strong presence through setting up Program office with the required standards.
• Actively participate in various cluster meeting to effectively represent the Program and enhance Program visibility.
• Ensure the existing Programs are delivered on time and as per the quality standards.
Communicating Oxfam’s work and contributing to Oxfam strategy:
• Manage Oxfam GB’s contribution to Oxfam International’s work, represent and develop good relationships with official authorities and other agencies, be proactive in ensuring that Oxfam develops and maintains a positive profile.
• Identify and conduct impact assessment initiatives and ensure effective communications about Program impact with stakeholders within and outside Oxfam.
• To keep informed of relevant Program issues in the Program and to contribute to wider program learning.
Local Capacity Building:
• Drawn up a professional development plan for the staff.
• Ensure that performance management is in place and used effectively.
• Give all opportunities of trainings, seminars, coaching in the limits of the budgets for his/her development.
• Ensure follow up by giving regular advice, guidance and feedback.
• Provide a monthly report of the progress of the agreed development plan to the country program manager.
EXPERIENCE, KNOWLEDGE & COMPETENCIES
Essential
• A dynamic and energic person with minimum of 3 years in similar role at a reputable organization.
• First degree or equivalent in a relevant discipline (preferably economics, politics, sociology, humanities) or substantial experience.
• Experience in maintaining and updating humanitarian analyses and development situations, using this information to inform interventions.
• Experience working in first phase emergency response in a fragile context.
• A proven record of effective and complex management in a humanitarian response including managing budgets, staff and funding of the programme. This is to include excellent people management skills, with a good understanding of team development and proven financial management skills.
• Demonstrated experience and skills in scaling up projects through innovative approaches to complex and challenging environments. • Proficiency in writing proposals and developing budgets.
• Proven ability to work creatively, innovatively, and effectively with limited direct supervision.
• Proven experience as a team worker and demonstrably co-operative with members of other teams.
• Knowledge and/or experience in coordination and representation to government officials, UN agencies and other NGO staff at field level as appropriate and at national level by delegation from Country Director and from the Humanitarian Country Team.
• To be familiar with and abide by the NGO/Red Cross Code of Conduct, the People in Aid Code, Oxfam International procedures, and other regulatory codes (e.g. InterAction Field Co-operation Protocol).
• Commitment to humanitarian principles and action.
Thinking and understanding:
Good understanding of community emergency issues, with experience of or ability to work directly with local NGOs or communities in the following issues: livelihoods; water and sanitation; health / disability / gender and of how this may link to Oxfam’s objectives within the Program and in the region, as well as in the use of impact assessment to inform Program development choices.
• Proven analytical skills and ability to think strategically for Program design and to implement the approach.
• Knowledge and experience of promoting gender equity, and an active commitment to promoting the interests of marginalized people in all aspects of Oxfam GB’s work.

• Knowledge of Yemen context in terms of its political, economic and social trends plus a good understanding of the key development and humanitarian issues in the region – desirable. Arabic language skills will be a plus.
