Programme Manager – Niger At Danish Red Cross

Since 2017, the Danish Red Cross (DRC) has been working in a bilateral partnership with the Niger Red Cross (NRC). Currently, four projects are being implemented in the regions of Tillabéry and of Niamey within the areas of humanitarian assistance including cash support, protection, psychosocial support and social cohesion, and resilience building, working with host communities (HC), internally displaced persons (IDPs) and migrants, through a triple nexus approach.

For this position in particular, DRC supports NRC on three projects covering Niamey and Tillabéri: Protection, Resilience, Cohesion: Sustainable support and solutions to displaced and host communities in Mali and Niger (PRECO), Alliance du Mouvement Croix-Rouge pour la protection et l’assistance humanitaire (AMoPAH), and Action à la Base pour une Résilience Communautaire Adaptée aux changements climatiques (ALBaRCA).These ongoing projects provide direct assistance to IDPs and host communities, through humanitarian distributions and cash transfer, provision of protection, health and psychosocial services, and through social cohesion interventions and support to income-generating activities. In addition, capacity-building of NRC staff and volunteers, and reinforcement of NRC regional branches, is transversal throughout the different projects.NRC works in collaboration with six Partner National Red Cross/Red Crescent Societies, ICRC and IFRC. NRC is recognised as a public utility organisation, and develops solid collaboration with State technical services, The Ministry of Humanitarian Action, Ministry of Health, Ministry of Social Affairs, Civil Protection and other related ministries. Thanks to its good reputation with communities, NRC is developing innovative strategies to reach communities in need despite the precarious security situation that countries in Central Sahel are currently experiencing.

The position of Programmes Manager (PM) serves to support a more coordinated and harmonised approach to DRC-supported projects and programmes in Niamey and Tillabéri, to improve the quality of interventions and enhance the possibility to grow. The PM supports the development and roll-out of DRC’s triple nexus approach in the two regions and beyond. The PM works with the CM, DRC staff and NRC, to improve planning, monitoring, evaluation, accountability and learning (PMEAL) and provides technical support for the management of the different projects/programmes.

Under the lead of the DRC Country Manager (CM) for Niger, the PM contributes to the successful and coordinated implementation of DRC programmes/projects in Niamey and Tillabéri, and primarily:

  • Leads internal coordination in specific technical areas relating to ongoing projects in Niamey and Tillabéri – Cash & Voucher Assistance (CVA), Protection, Gender and Inclusion (PGI), Community, Engagement and Accountability (CEA), – linking with MHPSS, while enhancing the triple nexus approach.
  • Provides operational support for quality programming in both regions;
  • Supports NRC’s narrative reporting, both trimestral and relating to activities, and leads the reporting process to donors for all programmes/projects in both regions;
  • Contributes to the development of new proposals, that strengthen DRC’s presence in Niger, and reinforces the triple nexus approach;
  • Contributes to sustainably enhancing the capacity of NRC, at the operational and institutional level.

Requirements for this position

  • Master’s degree or higher in international cooperation, development, social sciences, or related field.
  • Minimum of eight years’ relevant international experience either in the field or headquarters in disaster relief, recovery, or development work.
  • Experience managing programmes/projects in humanitarian relief and development sectors, excellent knowledge of qualitative and quantitative data analysis methods.
  • Preferably experience in participatory processes and gender issues.
  • Experience in coaching programme staff, in facilitating trainings and in selecting and managing consultants.
  • Familiarity with DRC operating environment is an asset.
  • Detailed knowledge of different results frameworks used for project design, monitoring and evaluation (logical framework, TOC, etc.).
  • Conducting and/or supervising needs assessments and surveys and working with data dashboards.
  • Social research methodologies, including highly developed analytical and communication skills and the ability to assimilate and process information for wide-ranging audiences.
  • Ability to train project/programme staff on various PMEAL and CEA aspects.
  • Good understanding of gender, protection, social or human vulnerability issues.
  • Interpersonal skills and cultural sensitivity.
  • Professional competency in the following computer programs: Microsoft Windows, Outlook, Word, Excel; and ideally Kobo Collect or ODK.
  • Professional fluency in English and French
  • Self-motivated, with good judgment and initiative. Strong analytical skills.
  • Strong interpersonal skills and ability to collaborate with and motivate colleagues to achieve shared goals.
  • Strong capacity to handle complex tasks independently, multitask and prioritize, and meet multiple deadlines on time.
  • Excellent verbal and written communication skills required.
  • Good time management and organizational skills with very close attention to detail.
  • Able to work in a stressful environment with sometimes limited access to basic facilities.

This position is based in Niamey (Niger) with frequent travels to different field locations. The length of the contract will be till 2 years (with possibility of extension).
