Context:

Under the overall supervision of the Chief of Mission and direct supervision of the Senior Programme Coordinator (Protection), and in close coordination with the Senior Field and Programme Coordinator and the Regional Thematic Specialist for Protection at the Regional Office in Cairo, Egypt, the Programme Manager (Protection) will be responsible and accountable for the operational management and supervision of the protection activities in the International Organization for Migration (IOM) Yemen Country Office (CO).

Core Functions / Responsibilities:

  1. Oversee IOM protection projects across Yemen, providing advice and support for planning and response activities, in line with IOM guidelines, protection standards and principles, humanitarian principles, and international standards.
  2. Ensure the implementation of IOM Protection projects in the country, including the preparation and submission of project workplans and budgets, and ensuring that budget, time, and quality requirements and specifications are met.
  3. Support resource mobilization for protection in emergencies programmes and activities in line with the protection strategy and engage with donors, as necessary.
  4. Identify programme development opportunities, funding sources, technical interventions and strategic partnerships to strengthen IOM’s protection in emergencies portfolio, notably in general migrant protection, Gender-Based Violence (GBV), and Counter-Trafficking in emergencies, in line with protection needs on the ground.
  5. Coordinate with the CO’s Supply Chain Unit in relation to the needs and requirements of protection projects in line with IOM and donor’s processes and regulations. Participate in monitoring all contractual agreements with service providers and/or implementing parties.
  6. Assess training and capacity building needs on protection including on GBV, disability inclusion, and child protection, among IOM staff, Implementing Partners, and other stakeholders, and organize and provide training, as necessary.
  7. Provide inputs to, and review all project documents ensuring the integration of protection in emergencies and cross-cutting issues.
  8. Contribute to the development of sector specific response plans and standard operating procedures for protection, and protection mainstreaming interventions. Ensure that the protection programme is driven by a sound monitoring, evaluation, and learning framework that leads to continuous improvement and fine-tunning of systems and processes.
  9. Ensure active participation and engagement in cluster coordination meetings, including the Protection Cluster, GBV, and Child Protection Areas of Responsibility, and other relevant forums.
  10. Ensure appropriate partnerships with national/local authorities, state institutions, civil society, and other relevant stakeholders, including effective coordination and information exchange with them.
  11. Liaise with the Migration Health Unit on the implementation of Psychosocial Support (PSS), and the Housing, Land, and Property (HLP) Expert on related issues to ensure their integration into the protection strategy and programme portfolio.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Humanitarian Action, Political Science, International Relations, International Law, Development Studies, Social Sciences or a relevant field from an accredited academic institution with five years of relevant professional experience; or,
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Demonstrated experience and expertise in implementing varied specialized protection programmes (protection, GBV, child protection, HLP, Protection of Civilians (POC), community-based protection, protection advocacy, and etc.) in different crisis or conflict contexts;
  • Demonstrated experience in protection coordination and Inter-Agency Standing Committee (IASC) platforms;
  • Demonstrated experience in managing protection related projects, including budget management;
  • Experience in managing and mentoring staff; and,
  • Experience in liaison and working with partners and government counterpart.

Skills

  • In-depth knowledge of various protection specialized fields and activities and their respective standards (e.g. Protection, GBV, POC, HLP, child protection, protection advocacy, community-based protection and others);
  • Knowledge of IOM project management procedures and relevant policies;
  • Excellent analytical, drafting and negotiations skills; and,
  • Knowledge of United Nations (UN) and bilateral donor programming.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be
fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic
is highly desirable and/or another official UN language (Chinese, French, Russian, and Spanish)
is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
