We have an exciting opportunity that offers great potential for growth while collaborating with a regional team in implementing and embedding delivery excellence in our programmes. We are looking for a Programme Manager to help coordinate the implementation of the Teacher Professional Development component of the TEACH programme in Zimbabwe. While reporting to the Team Leader, you will work with the Ministry of Primary and Secondary Education (MoPSE) and other key partners to support the overarching aims of the TEACH programme. You will also develop operational plans and budgets in line with the project documents, liaise with external stakeholders, and monitor implementation. You will manage the various stages of the project from inception, through to pilot and then to full scale and will be based in Zimbabwe with in-country field travel and possible travel to other Sub Saharan regions if required.

- Manage and coordinate the project on a day-to-day basis on behalf of the Team Leader to ensure that the project team delivers all of the agreed outputs and milestones on time and to agreed quality standards
- Oversee the efficient management of the operations and support administration aspects of the programme as agreed between Education Development Trust, Foreign and Commonwealth Development Office (FCDO), MoPSE and other key stakeholders.
- Working closely with the technical specialists, draft and maintain up to date costed project and activity plans across all workstreams.
- Monitor the progress of the project, reporting and managing project issues, risks, actions and decisions.
- Line manage the regional coordinators and ensure change management and adaptive programming methodologies are embedded in the programme’s processes.
- Support the Education Technical Lead on ensuring there is an appropriate allocation of resources and skills across the project’s workstreams.
Person Specification
- Competency in recognised project management methodologies and processes
- An understanding of the the political economy of education reforms in low-income settings similar to Zimbabwe
- University degree or equivalent, for example in education, management, economics, social sciences, or other relevant field
- Proven track record of successful delivery of project activities in similar education delivery role
About the organisation
Education Development Trust is delivering the Teacher Professional Development (TPD) component of the Teacher Effectiveness and Equitable Access for All Children Programme (TEACH) in Zimbabwe. The main objective of the TPD programme is to improve the quality of teaching and learning outcomes in Zimbabwean schools, adhering to leave-no-child-behind principle. This is a £12 million programme which will run until October 2025 and will focus on improving teacher effectiveness in the classroom at national, district and local levels by building teacher networks, provide targeted in-service teacher training and support to pre-service teacher training. The program seeks to achieve improved, equitable access in primary and secondary schools with greater participation, retention and attainment of the poorest children, marginalised girls and children with disabilities. The programme will also contribute to wider reforms in the national education system, including inspections and assessment at foundational level.
