Job Opening – Programme Manager – Women’s Rights- Alianza Por La Solidaridad (Aps).

Alianza Por La Solidaridad (Aps) is looking for Programme Manager – Women’s Rights who is responsible for the management of Alianza Por La Solidaridad (Aps) program portfolio, which is operating under the umbrella of ActionAid Arab Region (AAAR).In addition, this role contributes to the strategic development of new programmes within the Women’s Rights thematic area, including participation in relevant INGO and donor meetings..

Responsibilities:

· Responsible for the management of grants related to Women’s Rights programmes;

· Ensure compliance with donor’ contracts and Aps and AAAR policies e.g leading grants opening meetings with key stakeholders, induction meetings with partners and relevant staff;

· Ensure quality and timely submission of donor and ActionAid affiliates narrative and financial reports;

· Ensure timely communication with donors and ActionAid Affiliates;

· Ensure close coordination with AAAR Head of Programmes and Head of Finance & Administration related to grants management;

Ensure adherence to ActionAid Contract Management System (CMS), which includes regular up-loading of required documents in the CMS.

· Ensure planning of programme activities in close collaboration with local partners, technical officers and other key stakeholders;

· Develop MoUs with local partners, reflecting mutually agreed roles and responsibilities related to relevant programmes;

· Regular follow-up with local partners to ensure delivery of mutually agreed conditions e.g. partners timely submission of narrative and financial reports;

· Ensure the development of mutually agreed partner capacity support plans;

· Ensure the development of MEAL plans and implementation of MEAL activities in close coordination with local partners, e.g baseline surveys, regular monitoring visits, support-, and learning visits, lead annual partner review meetings;

· Ensure a close collaboration with local partners, including coordination of technical support;

· Ensure effective management of the programme/grant budgets, including, monitoring expenditure and budget forecasting in line with Aps & AA Arab Region Finance and Administration policies;

· Ensure proper systems, tools and mechanisms are in place for the effective implementation of the programme;

· Ensure timely submission of quality reports.

· Contribute to the development of Concept Notes and programme proposals aligned with Aps and AAAR strategic priorities in close coordination with Head of Programme, Technical Officers, local partners and AA Affiliates;

· Contribute to the development of Aps & AAAR strategic framework with a strong focus on Women’s Rights;

· Ensure strategic linkages with key stakeholders such as local partners, Women’s Rights actors;

· Maintain, develop and nurture new strategic relationships;

· Engage with donors, and Women’s Rights coordination bodies, which includes active participation in national & international level meetings and events to highlight Aps & AAAR Women’s Rights work.

· Ensure visibility of Aps & AAAR Women’s Rights work reaches to strategic stakeholders internally and externally.

· Represent Aps & ActionAid in meetings with Government agencies, Women’s Rights organizations, ActionAid working groups nationally and internationally;

Attend / delegate attendance in key niche UN cluster meetings locally and nationally and strategically engage in important national and international level networks, forums and meetings.

· Directly supervise the Women Rights Officer, ad-hoc Trainers / Consultants;

· Ensure the JD is updated according to needs in collaboration with Head of Programmes and HR focal point;

· Participate in the recruitment of relevant team members;

· Ensure the development of individual workplans for the Technical officer;

· Ensure weekly meetings with the Technical officer to coordinate efficient workflow;

· In close coordination the Technical officer, ensure the development of key performance indicators as per annual performance plan;

· Ensure regular annual and midterm staff appraisals are conducted in line with the AAAR HROD policy and staff development plans are implemented as agreed;

· Coordinate capacity building for team members;

· Ensure the team has clear and meaningful understanding of the approach to achieve the intended results;

· Supervise consultants & interns based on the needs of the Programme team.

· Coordinate closely with Communication & Campaigns Coordinator on all thematic communication and campaigns issues; e.g. launching major events, key programme activities which are relevant for AAAR communication and campaign plans/ strategies and so on;

· Ensure adherence to Aps & AAAR values, principles and Human Rights based approach;

· Ensure the compliance with Aps & AAAR policies and procedures;

· Ensure alignment with AA Women’s Rights signature;

· Ensure compliance with Women’s Rights standards, e.g CHS, etc;

· Any tasks as required by line manager.

Education & Certifications:

· . Master’s Degree degree in social science, development studies, political science, Women’s Rights etc.

Essential Knowledge, skills and Experience:

· Minimum of 5 years of experience in managing Women’s Rights programmes, preferably within INGO and development sector;

· Solid knowledge of political and Women’s Right issues;

· Extensive experience in managing programs/projects, including grant management, financial management and budgeting;

· Experience of managing institutional, bi-lateral and international donor funded projects – preferably also Spanish institutional grants;

· Extensive experience in collaborating with local partners;

· Solid experience in programme development, including proposal writing;

· Strong understanding of political context;

Strong understanding of Human Rights Based Approach

· Demonstrated strong skills in partnership development and management and networking with government, civil society and other stakeholders;

· People’s management skills and ability to remotely manage team members.

· Excellent communication skills with strong sense of team spirit

· Ability to manage multiple tasks, working under pressure and deadlines;

· Result oriented and a team player

Microsoft office skills including but not limited to – Word, Excel, PowerPoint;
