As part of its activities in DRC, Christian Blind Mission is seeking to recruit a PROGRAMME OFFICER,

WHAT IS CHRISTIAN BLIND MISSION (CBM)

CBM is an International Christian development Organisation committed to improving the quality of life of people with disabilities in the world’s poorest communities. Position Overview: Under the direct supervision of the Programme Manager, the Programme Officer Perform basic analytical tasks in support of Program initiatives. Research, compile, and analyse data on program/project performance. Assist the Programme Manager in development of new proposals.

  1. Main Tasks

Based at CBM’s country office in Kinshasa, the Programme Officer will work under the supervision of the Programme Manager to support the planning, implementation and monitoring of CBM’s CBID (Community Based Inclusive Development) projects/programme.

The job holder will develop his/her technical knowledge in CBID and take a leading role on supporting the CBID initiative programmes in DRC.

Project Development (From project idea to project approval and financing)

  1. Conduct the partner’s institutional and technical capacity, Partner assessment (PA) process

Monitor the partner’s implementation of the recommendations from the PA in order to make the partner ready to begin implementation of a project with CBM;

  1. Get the MOU approved and put into the system (Online);
  2. Regularly ensure that the partner card is up to date;
  3. Support the CBM partner in the identification of the project idea, its formulation into a project (PPA, Project Design, Activity Schedule, Risk Matrix, Logframe, Budget, M&E Plan…);
  4. Put the different documents in NAV and ensure their approval by the different CBM authorities (PM, Advisors, CD, RHD, Initiative, CEO);
  5. Keep the partner up to date on the evolution of his project idea in the CBM circuit by sending an email once a week and documenting the said communication;
  6. Follow up on the contract by making the contract available for signature by both parties (CBM & Partner) if the project is approved, and if so, inform the partner of the outcome of their request and document this communication;
  7. Provide technical support to the partner for project implementation (implementation plan, staff recruitment, staff orientation on the project, liaison with local traditional, administrative and political authorities, launching…).

Financing & Project budget management (budget tracking & compliance)

  1. Ensure that the Partner has a bank account in advance to receive the funds (RIB, Bank details with three signatories);
  2. Ensure that the Partner has a CBM Vendor number;
  3. Assist the Partner and CBM Finance in formulating the funding request (transfer of funds) in accordance with its project implementation plan;
  4. Update the Forecast periodically in collaboration with the Finance Manager;
  5. Monitor the BIR periodically in collaboration with the Finance Manager;
  6. Ensure that financial reports are transmitted and imported into the system.

Quality of project implementation (in line with objectives, targets, indicators, over time).

  1. Ensure that the activities are implemented according to the initial plan;
  2. Ensure that the indicators are correctly implemented and monitored
  3. Ensure that the timeline of activities is respected;
  4. Organize regular monitoring visits;
  5. Ensure that the indicator monitoring report is properly filled out in the PPR.

Monitoring & Reporting (including data feedback)

  1. Develop and implement a monitoring plan consistent with the implementation plan
  2. Visit at least one project quarterly
  3. Make available the revised project report within the deadline
  4. Ensure good communication with the CO, initiatives, RO, IO in sharing reports and other project information.

Continued capacity building of partners (related to cbm requirements: safety, security, safeguarding, IEH, CBID, NTD, emergency response, project management, budget tracking, compliance. …

  1. Build the partner’s capacity on CBM programmatic themes (Safety, Security, Safeguarding, IEH, CBID, NTD, emergency response, project management, budget tracking);
  2. Ensure that the partner has developed manuals and tools on CBM themes;
  3. Organize monthly update meetings as needed.

Strengthened networking within and outside of CBM about the project

  1. Facilitate the networking of the project partners
  2. Facilitate the integration of projects in national, regional and international platforms.

Partnership management

  1. Ensure compliance with the partnership contract
  2. Maintain good relations with the partners
  3. Provide advice to the partner as needed
  4. Requirements: Education, Knowledge and Professional Experience

Essential Requirements

    • Relevant university degree or additional qualification in international development, sociology, etc, – Experience in project design, monitoring, review and evaluation and the application of this information to improve program quality. – Experience in evaluating and strengthening quality and efficiency systems. – Knowledge and application of basic research methodologies, both quantitative and qualitative. – Excellent interpersonal skills with the ability to develop and maintain strong cross-cultural professional relationships. – Experience working with people with disabilities and in the Inclusive Disability Development sector is a significant advantage. – Excellent personal and public communication and negotiation skills with all types and levels of stakeholders. – Good training and/or mentoring skills, both individual and group. – Very good understanding of monitoring, reporting and evaluation principles.
    • Understanding of all widely followed programming principles and priorities – Understanding of CBM’s programming and budgeting system and procedures, including reporting (PPR), will be an asset. – Good people management and interpersonal skills, strategic thinker – Ability to take initiative, multi-task, prioritize and meet deadlines.
    • Ability to conduct research, analyze data and make recommendations. – Very good representation and diplomacy skills – Ability to foster teamwork with cross-cultural competence and sensitivity – Good organizational and coordination skills as well as a high level of autonomy and flexibility – Willingness to travel and work long hours if necessary – Willingness to commit and adhere to CBM’s values and child Safeguarding policy.

Work Tools

  • Demonstrated experience in Microsoft Packages (Outlook, Word, PowerPoint, Excel and Access) and good report writing skills.
