Reports to:
The Programme Officer for Eye Health/Mental Health Projects will report to the Programme Manager.

Job Overview and Core Purpose

This position holder leads the programme management, budget administration, and development of health and well-being projects. S/he will be part of the Country’s Programme Team that leads on areas of eye/mental health technical specialism for the organisation.

As a member of the CBM Global Country Programme team, success requires close collaboration to secure support and ensure a holistic and consistent approach to implementing CBM Global’s Eye Health Framework & Mental Health Framework that takes a proactive role in the effective delivery of eye and mental health projects, across all three vehicles of change detailed in the organisation’s programmatic strategy.

S/he will support partners to achieve highest quality standards, in line with our Programme Quality Framework and will develop and nurture effective and authentic partnerships in line with our Approach to Partnership. S/he will engage in appropriate coordination fora, networks to promote inclusive Eye Health and Mental Health and will be responsible for developing strategic partnerships to support the implementation of the plan/projects.

S/he will promote strong capacity in project design, proposal development, effective project implementation, monitoring, evaluation and learning within CBM Global eye health and mental health initiatives. The role will support effective collaboration among the Country Office staff, partners, in-country stakeholders, Thematic teams and Member teams and other departments within CBM Global.

The focus is on regional work in Regions 5, 7, 8, & 13 but the PO also supports strategic planning and operational direction at the country, including setting and maintaining of high quality field programming and advocacy.

This role is guided by the application of CBM Global standards and Country Organisational strategy into the programme work of CBM Global.

Responsibilities and Duties

The job holder is responsible for supporting CBM Global’s eye health and mental health project. In addition, country-specific or regional projects may arise elsewhere.

  1. Oversee the development and maintenance of authentic partnerships with implementing partners, adopting an approach to partnership that aligns with and supports our partnership principles.
  2. Working with partners, Thematic Technical Teams and Member Teams, support the development and design of new projects and programmes through the identification of new project opportunities, and through the development of these opportunities in line with the Project Development and Approval procedures
  3. Follow an approach that embraces CBM Global’s operating model; programme quality framework; and partnership with the disability movement.
  4. Ensure multi-stakeholder engagement including of people with disabilities in the project cycle in line with CBM Global commitment to authentic partnerships.
  5. Support the identification of funding opportunities for CBM Global’s work and actively participate in fundraising efforts as guided by the Philippines Country Programme Manager and Philippines Country Director.
  6. As directed by the Country Programme Manager work with and support Philippine partners to ensure effective and timely delivery of projects, in line with required standards, objectives, activity plans, and budgets.
  7. Foster a culture, among implementing partners for effective, sustainable, and inclusive project implementation through proper induction to CBM Global processes and expectations, timely communication, troubleshooting, and effective management of challenges during the partnership, with support from the Country Programme Manager for quality and accountability as per CBM Global programme Quality framework.
  8. Support and sustain a high-quality and timely documentation culture by CBM Global partner including implementation data, field stories, photographs, statistics, and project narrative and financial reports.
  9. Lead in partner capacity gap identification through effective monitoring, evaluation, and learning processes, and enhance access to requisite training to strengthen partner’s capacity to implement successful projects.
  10. Ensure partners understand and adhere to key CBM Global policies and procedures, as detailed in project contracts and CBM Global’s ‘approach to partnership’.
  11. Effectively represent CBM Global in-country and elsewhere on collaborative platforms as requested by the Country Programme Manager, or Country Director and enhance the CBM Global Brand.
  12. Advocate, champion, and model disability inclusion to promote the inclusion of people with disabilities in their communities and in all aspects of society.
  13. Other duties as maybe assigned by the Philippines Country Programme Manager.
  14. Other relevant aspects of the work of the Eye Health and Mental Health Initiative as relevant and within the overall scope of field programmes and advisory work.

Person Specification

All of the following requirements are essential, unless marked with a * when they are desirable, and will be assessed from a combination of information provided from the application form and interview process.

Experience and knowledge

  • Strong experience in programme/project management (minimum of 3 years).
  • Experience in eye health and/or mental health (minimum of 3 years)*
  • Skilled in sustaining collaborative relationships with partners and stakeholders, internal and external.
  • A self-starter. Proactive, resourceful, a high level of autonomy, and entrepreneurial. Persistent, with a can-do, positive attitude.
  • Ability to demonstrate focus, coordinate, prioritize, decide, and meet tight deadlines.
  • Lived experience of disability and knowledge of disability issues is an advantage*
  • Passionate about effecting change at a national level for and alongside people with disabilities and their communities, with a deep commitment to the vision of CBM Global and sympathetic to our Christian values.
  • Ability to work diplomatically and with sensitivity with individuals from a variety of cultures, professions, and personal backgrounds.
  • Strong understanding of disability-inclusive development, and its application to eye health and/or mental health*
  • Knowledge and understanding of key players and stakeholders in Eye health and/or Mental health on regional and local levels
  • Basic knowledge on global and local initiatives on eye health and preventable blindness/visual impairment or good understanding of the Philippine Eye Health and/or Mental Health systems, policies, and frameworks is an advantage.
  • Understanding various disabilities and how these might affect access to eye and/or mental health services
  • Basic understanding of the most common causes of visual impairment and relative programmatic approaches
  • Experience in developing project proposals and successfully achieving funding for projects
  • Experience in teaching/ training/ mentoring/coaching and supervising others.

Skills/competencies/personal qualities

  • Willingness to learn and use CBM Global project management tools, reporting, statistics formats, Global online etc
  • Good understanding of tools and resources specific to eye health and/or mental health work, including IPEC, DRR or MHPSS in emergencies.
  • Good skills in MS Office, including making documents and presentations accessible. Ability to manage budgets in Excel
  • English & Filipino professional proficiency, spoken and written is essential

Qualifications

  • Background qualification in either public health, or nursing, or ophthalmology, or optometry, or in mental health, psychiatry, psychology, or behavioral studies.
