Programme Officer (Grants Management) At Danish Refugee Council

Danish Refugee Council, one of the world’s leading humanitarian NGOs, is currently looking for a highly qualified Programme Officer (Grants Management) to be based in Warsaw, Poland.

The Danish Refugee Council (DRC) is a leading protection agency with a mandate to promote and protect durable solutions to conflict and displacement affected populations on the basis of humanitarian principles and human rights. DRC is implementing a multi-sector response to support Ukraine refugees, IDPs and host populations both within Ukraine and in the neighbouring countries of Poland, Romania and Moldova and wider Europe. Since late February 2022, nearly 4 million Ukrainians and third-country nationals have crossed the border to Poland. As part of its neighboring country response, DRC is establishing an operational presence in Poland to support displaced populations through partnership with civil society organizations and national NGOs, duty bearers and other actors.

About the job

As Programme Officer you will work with programme staff to develop high-quality and timely reports for donors and other country- and HQ-level communications. You will support the Grants Manager in the initiatives to expand the portfolios, including contributions to proposal development and program design. Your main duties and responsibilities will be:

  • Manage reporting workflows and processes between program teams, senior leadership, and HQ to ensure the timely and quality development and review of reports.
  • Develop and prepare high-quality, timely reports for donors, partners, and government on program progress, ensuring all donor reporting requirements are met and strategically positioned to demonstrate DRCs leadership in programming in the country context.
  • Support the team in providing timely, thorough responses to information requests from internal and external sources.
  • Lead initiative to identify, research, write, and report on key sector success stories for internal and external audiences, packaging stories that center on evidence to further illustrate impact of the programming.
  • Work closely with program M&E staff to ensure credible, best-practice monitoring and reporting of program activities.
  • Ensure developed and design of exceptional communication materials, including reports, activity plans, and information updates.
  • Serve as main gatekeeper of high-quality reporting and communication activities for all portfolios, drafting original content and providing strategic guidance on positioning and messaging of all reporting and communications materials.
  • Edit and finalize reports and communications materials
  • Assist the Programme Coordinator in overseeing proposal development processes, including drafting and producing high quality concept notes and proposals.
  • Assist the Programme Coordinator with the development of strategy and/or drafting of position papers, thought leadership pieces, and other related initiatives leveraging evidence from programs
  • Increase visibility and ensure leadership positioning through developing strategic communication materials, such as sector profiles, impact reports, program briefings, leadership and positioning pieces, and other relevant pieces.
  • Correctly use DRC Dynamics functionalities in area of concern

DRC Dynamics ERP System

  • Together with Programme Coordinator ensure DRC Dynamics is used to its full capacity
  • Together with Programme Coordinator ensure proper application of ERP grants and projects processes in the country
  • Together with Programme Coordinator apply reports and data analytics from ERP system to improve performance in the country
  • Together with Programme Coordinator ensure that Country ERP support is in place (i.e. super users)

About you

To be successful in this role we expect you to have at least 3 years’ experience in proposal, project, or programme development, reporting, or grants management in an INGO. Moreover, we also expect the following:

  • Master’s degree in political science, international development, economics or other relevant field
  • Excellent knowledge of donor rules, regulations, and procedures including but not limited to US and European donors, EU funding mechanisms, and UN agencies
  • Proven experience in successfully applying for institutional donor funding
  • Previous proven experience in programmes implemented through local partners
  • Proven experience in capacity building and training of national staff and local partners
  • Ability to design, develop and implement processes
  • Excellent skills in MS Word, Excel, and PowerPoint
  • Professional proficiency in English
  • Professional proficiency in Polish, or Ukrainian or Russian
