Programme Officer – Humanitarian & Emergency Affairs At World Vision Ireland

World Vision Ireland was established as a registered Irish charity in 1983. World Vision Ireland is a member of the World Vision International partnership, which is both the largest emergency relief and Child Sponsorship agency in the world.

World Vision Ireland’s primary objective is to support our field operations, both in terms of our core long-term development programmes and humanitarian & emergency relief. We do this by raising private, institutional and Government funds, by informing the Irish public about humanitarian issues as witnessed first-hand by World Vision in the field, and by influencing policy in the areas of long-term development and emergency relief. World Vision Ireland has added a number of new grants to our Humanitarian and Emergency Affairs Portfolio and we are now recruiting a Programme Officer to support the implementation of programmes.

The Role

Working closely with the Programme Manager – HEA the Programme Officer will support the management of an assigned portfolio, liaising with all departments in relation to the management and delivery of this portfolio.

Responsibilities

  • Support the development and implementation of annual work plans and associated budgets in conjunction with the National Offices in line with approved proposals
  • Provide day-to-day support to the implementing teams – answering technical questions, providing guidance and feedback on approaches, procurement advice and approval etc.
  • Undertake field monitoring visits to National Offices and programme sites (develop ToRs, Pre-reads, undertake field visit, provide report, follow up on report).
  • Ensure that all programme and financial reports are submitted by the National Office in line with reporting schedules and/or agreed deadlines.
  • Review and process financial requests from the National Offices ensuring timely transfer of funds to the field.
  • Ensure Grant files are maintained and ensure that grant master files are always up-to-date and ready for audit.
  • Coordinate the inputs for donor reports– including: providing guidance, feedback and follow up on National Office reporting; drafting reports; and giving input to drafted reports.
  • Support and provide inputs to World Vision Ireland supporter engagement and communications colleagues as required.
  • Support the application of World Vision’s Fragile Context Programme Approach across the HEA portfolio.
  • Participate in relevant internal and external fora representing World Vision Ireland as required.

Skills and Personal Qualities

  • The successful candidate should possess a Master’s degree in a development field, social science, education, or other related discipline.
  • 2+ years of work experience working with an International NGO with field experience a distinct advantage
  • Knowledge and experience in relation to humanitarian response, education in emergencies, protection and peace programming
  • Demonstrable experience of project management and programme implementation and associated donor reporting
  • Highly organised team player, with pro-active and flexible work style.
  • Demonstrated understanding of, and experience in, international development or the social sector more broadly
  • Ability to work in a facilitative, participatory and collaborative manner

Contract Details

  • Job Location: Hybrid: Working from Home and office Rathmines, Dublin 6
  • Starting Date: 1st January 2023
  • Contract Type: Full time, Permanent
  • Hours: 9.00am-5.30pm Mon-Thurs, 9.00am- 4.30pm Friday (36.5 hours)
  • Salary: €36,000
  • Reporting To: Programme Manager – Humanitarian and Emergency Affairs
