Context:

Under the overall supervision of the Chief of Mission (CoM), the direct supervision of the Programme Coordinator (Mental Health and Psychosocial Support (MHPSS)), and in close collaboration with Headquarters (HQ) Head of Mental Health Psychosocial Response and Intercultural Communication Section, the Programme Officer (Mental Health and Psychosocial Support (MHPSS)) will be responsible for supporting the implementation of the International Organization for Migration (IOM) Mental Health and Psychosocial Support (MHPSS) programme activities in Ukraine.

Core Functions / Responsibilities:

1. Support the implementation of MHPSS programme activities in the Western and Central regions of Ukraine in line with IOM rules and regulations and procedures.
2. Coordinate MHPSS needs assessments in the geographical areas of responsibility to ascertain service availability and appropriateness, and draft recommendations to enhance the MHPSS service provision based on the assessment results.
3. Participate in the National Mental Health Technical Working Group and other technical coordination platforms under the supervision of the MHPSS Programme manager and check IOM’s representation in other technical MHPSS sub working groups.
4. Contribute to the development of periodic workplans for psychosocial mobile teams and national officers and provide technical back stopping for all field teams.
5. Draft weekly and monthly reports on IOM MHPSS activities in line with the mission reporting guidelines.
6. Draft plans for the implementation of capacity building of staff, mobile teams and implementing partners in MHPSS.
7. Ensure proper documentation including regular reporting to the donor as required in the donor agreements.
8. Assist the MHPSS Programme manager in developing, overseeing and implementing MHPSS components of projects under other units in Ukraine country office
9. Facilitate the integration and consideration of cross-cutting issues such as gender, children, and other vulnerable groups in the programme.
10. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Psychology (clinical and counselling), Social Work or Anthropology from an accredited academic institution with two years of relevant professional experience; or
• University degree in the above fields with four years of relevant professional experience.
• Professional accreditation with a recognized psychological or mental health association society is a distinctive advantage.

Experience

• Participation in IOM corporate Academic programs in Psychosocial Interventions in Emergency and Displacement or similar will be considered an asset.
• Experience in implementing and coordinating psychosocial support programmes in emergency situations (required);
• Experience in providing psychosocial support in an emergency (required);
• Experience in a complex humanitarian emergency or post-conflict environment (desired);
• Experience in clinical counselling psychology, or psychotherapy and counselling for social workers (desired);
• Familiarity or previous work experience in the region is desired.

Skills

• Knowledge of project management cycle and experience in coordinating and implementing projects.
• Knowledge and experience in facilitating training and developing curricula in MHPSS.
• Strong communication skills and the ability to work in multicultural environments, showing cultural sensitivity and understanding.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Ukrainian or Russian is an advantage.

Internationally recruited professional staff are required to be mobile.
