Context:

Under the overall supervision of the Deputy Chief of Mission and the direct supervision of the Senior Programmes Coordinator (Transition and Recovery (T&R)), the Programme Officer (T&R) will be responsible for supporting and coordinating the implementation of T&R programme activities of IOM Yemen Country Office (CO).

Core Functions / Responsibilities:

  1. Coordinate the implementation of activities required for the successful completion of T&R and Border Management programmes, following closely the donor(s) requirements and the guidance of the Senior Programmes Coordinator (T&R). Inform the Senior Programmes Coordinator (T&R) of any deviations from project work plans and budgets or delays.
  2. Draft technical components for concept notes, proposals, work plans and budgets for IOM interventions in the areas of livelihoods, durable solutions, community stabilization, resilience-building and social cohesion.
  3. Monitor project budgets, expenditures and burn rates according to internal and donor requirements.
  4. Plan and oversee community engagement processes; recommend the establishment of criteria and mechanisms for beneficiary selection; facilitate adherence with principles of conflict sensitivity and accountability to affected populations across all T&R and Border Management programme activities, taking into account the needs of both displaced people and impacted communities.
  5. Undertake regular on-site monitoring and field travel to evaluate programme performance; identify and follow up on measures to remedy problems in implementation.
  6. Follow up on the schedule with contractors and implementing partners, verify results and deliverables and prepare completion certificates. Follow up with the administrative units of IOM Yemen CO regarding close out procedures and final payments to contractors and partners.
  7. In close collaboration with the CO’s Procurement and Logistics unit, coordinate the release and delivery of required materials and items to the respective sites in a timely manner.
  8. Liaise with counterparts and implementing partners, draft progress and other required reports, and ensure that project data and information is archived and shared appropriately.
  9. Track and follow up on required permits and authorizations and inform the Senior Programmes Coordinator (T&R) of any delays.
  10. Collect and collate information and documentation for the development of project proposals and contribute to context analyses. Contribute to contingency planning for possible T&R responses if required.
  11. Support IOM’s participation in the relevant cluster and other relevant working groups. Support in liaising with external partners locally in relation to T&R and Border Management programming, information management and coordination.
  12. Assist in building national capacities and provide necessary training to the relevant personnel.
  13. Assist in the design and roll out of monitoring and evaluation tools in IOM’s T&R programme in Yemen, including monitoring of implementing partners.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in International Relations, Conflict Resolution, Management, Social Sciences, or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Experience in Transition and Recovery and or/Border Management programming, in emergency and conflict environments; and,
  • Significant technical T&R and/or border management experience and ability to guide the project teams.

Skills

  • Excellent monitoring and evaluation skills; organizational skills; accuracy;
  • Ability to work with limited supervision;
  • Capacity to deliver on set objectives in hardship situations;
  • Capacity to effectively coordinate actions with other implementing partners; and,
  • Capacity to work effectively with Donors, local authorities, stakeholders, beneficiaries, and the broader community to advance country office or regional objectives.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Korean is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
