About the Role
As a Programme Officer, you will play a key role in supporting and strengthening women’s rights organisations in Rwanda. You will be responsible for managing partnerships, monitoring programme activities, and facilitating capacity-building efforts in thematic areas such as women’s economic empowerment, gender-based violence, sexual and reproductive health and rights (SRHR), conflict resolution, and peacebuilding.
In this role, you will also serve as the focal point for women’s economic empowerment, ensuring technical quality and promoting innovative approaches within Kvinna till Kvinna’s Rwanda programme. You will actively engage in knowledge-sharing with key stakeholders domestically, regionally, and internationally.
Based in Kigali, Rwanda, this position reports to the Country Director for Rwanda and works closely with colleagues at the Rwanda office and Kvinna till Kvinna’s head office in Sweden.
Key Responsibilities
- Act as the primary point of contact for a portfolio of local partner organisations doing women economic empowerment programming, ensuring strong communication and collaboration.
- Assess and monitor partner organisations’ programme activities, reports, and budgets, ensuring alignment with Kvinna till Kvinna’s strategy and objectives.
- Lead capacity-strengthening initiatives for partner organisations, particularly in women’s economic empowerment, and coordinate thematic networking events.
- Develop and lead research initiatives related to Kvinna till Kvinna’s Rwanda programme.
- Identify and assess potential new partner organisations.
- Represent Kvinna till Kvinna in official meetings with government institutions, donors, and international organisations, as delegated by the Country Director.
- Contribute to donor reporting, programme documentation, and country analysis.
- Support the Rwanda Governance Board reporting process for Kvinna till Kvinna’s partner organisations.
- Provide regular updates on political developments and actively participate in thematic and country analyses.
About you
We are seeking a committed and proactive professional with experience in programme management, capacity development, and technical expertise in women’s economic empowerment. You thrive in alliance-building, have a deep understanding of gender equality and civil society in Rwanda, and excel in engaging multiple stakeholders.
Qualifications
- Relevant higher education in business studies, gender studies, international relations, development studies, human rights, or a related field.
- At least three years of experience in development cooperation, programme management, or working with civil society organisations.
- Proven experience in women’s economic empowerment, entrepreneurship support programs, particularly in rural settings, mentoring and coaching women entrepreneurs in business development, and capacity development.
- Strong knowledge of gender equality, women’s rights, and advocacy in Rwanda.
- Experience in project monitoring, evaluation, and results-based management.
- Strong leadership and project management skills, with the ability to manage multiple tasks and deadlines effectively.
- Excellent communication and interpersonal skills, with the ability to engage and inspire diverse groups of partners
- Fluency in English and Kinyarwanda, French is an asset.

The average weekly work hours are 37.5 hours. We offer wellness time during working hours and a wellness allowance.
Type of Employment: Full-time, fixed term
Duration: Start date is April or as agreed upon, and end date is end of November 2025, with possibility of extension.
