Programme Officers – Various Global Locations At HALO Trust

HALO is the leading humanitarian mine clearance organisation globally, addressing the impact and drivers of conflict in 25+ countries and territories, and over 9,500 staff. Most of our staff are local employees and include a growing number of women. Our primary expertise is serving people affected by conflict, clearing landmines and the explosive remnants of war that threaten lives and livelihoods long after fighting has finished.

Due to expansion we are seeking to recruit several Programme Officers within the countries where we operate. HALO Programme Officers (POs) are integral in all phases of projects from planning and securing funding, to team and partner coordination, to data gathering, analysis, reporting and feeding back achievements and lessons learned. The primary roles of the PO are to manage donor contracts, to mentor and manage community outreach teams who conduct mine risk education and socio-economic surveys, and to coordinate the monitoring and evaluation efforts for all programmme activities.

The locations we are offering are Afghanistan, Libya, Guinea Bissau and Somaliland

Key responsibilities include but may vary dependent upon HALO Programme and country:

  • Researching and writing donor funding proposals.
  • Management of donor funding grants and partner sub-grant agreements, ensuring compliance against performance and reporting requirements.
  • Project-related monitoring and evaluation reporting, in line with donor and HALO requirements.
  • Production of reports, including periodic updates to donors. HALO HQ and stakeholders.
  • Beneficiary case studies, documenting the positive impact of HALO’s work.
  • Media, communications and fundraising activities, commonly under the guidance of HALO HQ.
  • Support to programme-level planning, management and improvement, and policy compliance.
  • Engagement with local Humanitarian Actors and partners relevant to HALO’s operation in the Programme

Requirements

  • Excellent written and spoken English
  • Degree in a social-science subject beneficial
  • An understanding of quantitative and qualitative research methods
  • Effective communication skills, both written and verbal, able to produce content appropriate for the audience
  • Strong numeracy skills
  • Strong IT skills, proficient in use of Microsoft Excel (essential) and Access (desirbale)
  • Good cultural awareness, able to adapt to working in different cultures
  • Excellent conduct record, verified by former employers
  • A self-starter, able to organise and manage their own time
  • Ability to speak a second language would be advantageous but not essential e.g. Spanish, Arabic, Portuguese.
