Programme Operations Officer At CBM

As a Programme Operations Officer, the incumbent acts in the role of Working Level Professional providing substantive output to a functional programme. The Programme Operations Officer will support the development of proposals. S/he is responsible of facilitating and offering technical support to Country Offices to enable compliance and quality reporting standards on donor funds in line with CBM and donor agreement. The jobholder will mainly support project development and implementation as well as Programme Operations and transactions management.

We are looking for someone who will:

  • Support in the diagnostic information gathering to support any new potential idea;
  • Contribute to strengthening partnerships;
  • Participate in security and safeguarding management, and compliance requirements in order to support partners proactively to develop their plans for safe environment of beneficiaries;
  • Coordinate CBM project visits with partner organisations, prepare necessary project documents and complete project visit reports;
  • Conduct periodic project reviews to monitor implementation against project plans and evaluate success;
  • Monitor and coordinate transfers of funds or goods to partners and ensure that they are duly acknowledged in a timely manner;
  • Provide support to the Regional Hub Office team in the budget allocation process by verifying the correctness and updating data entered into Navision by Country Offices;
  • Review progress of the implementation of recommendations by CBM, project auditors and other stakeholders through regular follow ups, and provide technical back stopping to ensure quality and timelines are observed;
  • Ensure compliance of financial resources used by partners with CBM requirements and with specific donor requirements and contracts;
  • Provide training/coaching as needed.

We are looking for someone who has:

  • University degree with at least BAC+4 in International development (development studies, social, management, or other related topics) ;
  • Minimum 4-year professional experience, in development work;
  • Good knowledge and understanding of international development work and inclusive Project Cycle Management (iPCM);
  • Experience in working with persons with disabilities ;
  • Mastery and proven records in Monitoring and Evaluation (M&E);
  • Good understanding in financial management and proven experience in partnership management;
  • English and French professional proficiency (oral and written communication), local /regional languages would be an added value;
  • Willingness to reflect CBM values in daily work;
  • Operational knowledge of IT tools, particularly advanced Word and Excel skills, MS Navision and MS SharePoint solutions;
  • Sound personal skills: self-confident, independent, flexible working, strategical & analytical thinking, credibility;
  • Willingness to travel (30%) and work long hours when necessary.
