ABOUT WFP and UNICEF in Burundi

UNICEF and WFP are part of the United Nation country system in Burundi with a clear and approved multi-year joint work plan with the Government of Burundi. Each agency brings unique comparative advantages, with established evidence-based programs and proven results globally. WFP and UNICEF are sector lead agencies in various social service agendas such as nutrition, water and sanitation and hygiene (WASH), food security, social protection, child protection, etc. In collaboration with the Government and other partners, UNICEF and WFP have set-up a robust strategic framework for improved population resilience to food and nutrition insecurity and are implementing jointly the multi-sectoral response to issues related to malnutrition and food security.

JOB PURPOSE

WFP and UNICEF have designed a joint programme for the “Prevention of malnutrition and strengthening of resilience at community level in Burundi”.

The role is based in the WFP Burundi Country Office, reporting to the WFP Head of Programme with a dotted reporting line to the UNICEF Deputy Representative in Burundi, coordinating closely with the Head of Communication and Partnerships, relevant UNICEF counterparts in Burundi, as well as WFP and UNICEF Headquarters colleagues.

The overall goal of the initiative is the prevention of malnutrition and strengthening of resilience at community level in Burundi, by improving the food and nutrition security among vulnerable communities in 4 provinces through the implementation of a comprehensive package of multisectoral nutrition-sensitive and specific interventions.

By the end of the project, vulnerable households, pregnant and lactating women and children 0-5 years benefit from improved food and nutrition security and strengthened resilience through quality multi-sectoral nutrition and social protection interventions in 8 districts, distributed over 4 provinces of Burundi (Karusi, Kirundo, Rutana and Ruyigi). Main outcomes of the programme include the following:

  • Improving resilience and dietary diversity at household and individual levels
  • Increasing equitable access to quality facility and community-based health and nutrition-specific and sensitive services
  • Improving key behaviours and optimal nutrition practices.
  • The project coordinator is required to provide strategic guidance and management support to successful implementation of the inter-agency multi-sectoral project.

KEY ACCOUNTABILITIES (not all-inclusive)

  • Coordinate the joint programme to ensure an integrated approach to nutrition, health, and food security outcomes as stipulated in the joint programme funded by the German Federal Ministry of Economic Cooperation and Development (BMZ) through the German Development Bank KfW.
  • Coordinate the preparation of relevant joint documents and ensure good information flow through regular reports, joint meetings and other relevant channels with all involved partners and local communities.
  • Monitor activities closely to ensure planned activities are carried out within time and budget and in compliance with donor’s contractual obligations.

This implies

  • Coordinating between WFP and UNICEF by leading overall regular joint programme coordination between agencies (in coordination with senior management team).
  • Supporting WFP Burundi and UNICEF Burundi in the oversight of the partnership development, amendments and overall PD management.
  • Consolidating joint workplans and ensuring optimal alignment and interdependencies of WFP’s and UNICEF’s activities.
  • Overseeing planning and implementation also through regular field visits jointly with agencies’ staff, capturing transformative changes of beneficiary communities and households and supporting the development of knowledge products and visibility of BMZ/KfW, UNICEF, and WFP.
  • Ensuring compliance with relevant project documents and contractual obligations in close coordination with WFP’s and UNICEF’s technical units in the different geographical locations.
  • Organizing and facilitating regular meetings between WFP and UNICEF technical teams and other parties involved, including cooperating partners and government services to share information, discuss bottlenecks and identify solutions.
  • Fostering the relationship among WFP and UNICEF teams and other parties involved at local level.
  • Together with the M&E appointed colleagues, contributing to and coordinating joint local accurate and timely analysis/surveys for effective project design and decision making.
  • Consolidating and developing concise informative reports and projects documents on the analysis and results achieved for the government, donors, partners and beneficiaries (in both French and English).
  • Ensuring good coordination with other organizations working in the same areas and same sectors, in order to foster synergies and avoid duplications of intervention.
  • Organizing donor field visits, when requested.
  • Perform other tasks, as required.

Programme Lifecycle & Food Assistance

  • Displays ability to identify the main hunger problem at the national or subnational level to design and implement context-specific programmes that integrate complex analysis and the full range of food assistance tools.

Transfer Modalities (Food, Cash, Voucher)

  • Demonstrates the ability to design, implement, monitor and provide oversight over effective and efficient programmes deploying different transfer modalities.
  • Broad Knowledge of Specialized areas (i.e. Nutrition, VAM, etc.)
  • Demonstrates the ability to interpret basic data in the context of WFP specialised fields to contribute to technical programme design, implementation and monitoring.

Emergency Programming

  • Displays ability to translate understanding of programme principles in emergencies and protracted conflict situations into relevant, effective, and context specific approaches.

Strategic Policy Engagement w/ Government

  • Develops thorough recommendations using multiple inputs (e.g., government counsel, research, own experience) to strengthen national or subnational entities and government owned food and nutrition security programmes.

DELIVERABLES

  • Reporting and communication requirements outlined in the funding agreement met
  • Regular meetings held with KfW representation in Burundi to update on the status of implementation and discuss strategic issues as agreed with WFP and UNICEF management.
  • Project planning, implementation, monitoring and evaluation coordinated between UNICEF and WFP and joint outputs achieved.
  • Joint field visits undertaken by UNICEF, WFP and KfW to update on the status of implementation, document good practices, and provide evidence for decision making and programmatic adjustments.
  • In cooperation with WFP and UNICEF management and technical counterparts from both agencies the financial resources are fully utilized within project implementation period and as per the funding arrangements agreed by UNICEF, WFP, and the donor.

STANDARD MINIMUM QUALIFICATIONS:

Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences or other field relevant to international development assistance, or First University Degree with additional years of related work experience and/or trainings/courses.

Experience:

  • Has a minimum of 5 or more years relevant professional work experience in the management and coordination of a programme jointly implemented with UN Agencies including at least 3 years’ experience in management and coordination of programmes funded by BMZ/KfW.
  • Has experience working across the Program portfolio including nutrition.
  • Has expertise in project coordination and working in partnerships.

Language: International Professional: Fluency (level C) in French and English language.
