Job Title: Programme Policy Officer

THE ROLE
To provide support to policy and programme activities that effectively meet food assistance needs.
KEY ACCOUNTABILITIES (not all-inclusive, within delegated authority):
- Contribute towards the development of a limited number of projects, plans and processes, ensuring alignment with wider programme policies and guidance.
- Provide project management support to specific and defined programmes and projects of small to moderate size that are relatively straight forward in nature, ensuring a coordinated approach with wider programmes that complies with WFP standards and procedures.
- Follow data gathering and monitoring systems ensuring that rigorous quality standards are maintained.
- Research and analyse policy and operational issues to support senior colleagues in the development of policies, programmes and activities.
- Contribute to the preparation of accurate and timely reporting on programmes and activities that enable informed decision making and consistency of information presented to stakeholders.
- Liaise with internal counterparts to ensure effective collaboration, monitor ongoing projects.
- Support the identification, development and management of potential partnerships to collaborative working leading to improved food assistance packages.
- Support the capacity building of WFP staff, partners and national government to prepare for and respond to food assistance needs, e.g. through project management support of learning initiatives.
- Provide guidance to support staff, acting as a point of referral and assisting them with analysis and queries.
OTHER SPECIFIC JOB REQUIREMENTS
- Support the development of food security and vulnerability analysis and the preparation of timely reports on food assessment needs in line with wider VAM policies, processes and guidance to enable effective decision-making on the development of country strategy, policies and programmes.
- Provide support to relevant partners that are focusing on food security and nutrition issues to enable sharing of experience, lessons learned and best practice.
- Act in an assigned emergency response capacity as required to meet emergency food assistance needs.
- Contribute to the development of VAM projects and activities, plans and processes, ensuring alignment with wider WFP policies and guidance.
- Support the development of systems and tools for the monitoring and assessment of food assistance needs in line with innovative methodologies and best practice.
QUALIFICATIONS AND EXPERIENCE
Education: Advanced University degree in International Affairs, Economics, Nutrition/Health, Agriculture, Environmental Science, Social Sciences, Food Security, Statistics, Data Science or other related field, or First University degree with additional years of related work experience and/or training/courses.
Experience: With an Advanced university degree, at least one (01) year of relevant experience at a professional level
Language: Fluency (level C) in French language and an Intermediate level in English.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
- Demonstrated proficiency in the use of several statistical tools and methods for food security analysis.
- Developed practical expertise in food security analysis and mapping by participating in multiple assessments in countries, including the design, data collection and analysis.
- Demonstrated technical knowledge and understanding of WFP vulnerability mapping systems and emergency assessment standards.
