Context:

Under the overall supervision of the Deputy Chief of Mission, the direct supervision of the Senior Programmes Coordinator (Transition and Recovery (T&R)) in Aden and the administrative supervision of the Head of Sub-Office in Marib, the successful candidate will be responsible for the provision of support in, project implementation, and Monitoring and Evaluation (M&E) and Reporting activities for the T&R programme of IOM Yemen Country Office (CO).

The Programme Support & Monitoring Officer (T&R) will be responsible and accountable for conducting, coordinating, and supporting the T&R related assessments information management, M&E and reporting activities in Yemen. They are expected to carry out their duties in accordance with strictest ethical standards and with due respect for gender and socio-cultural sensitivities.

Core Functions / Responsibilities:

  1. As part of T&R, conduct preliminary contextual assessments/ Community needs assessment to assess the operating context, existing community needs and support program design and development.
  2. Contribute to the development and implementation of monitoring and evaluation tools and processes in coordination with relevant departments for T&R programming in Yemen CO, including monitoring of implementing partners. Evaluate programme implementation modalities, assist in achieving maximum efficiency in programme delivery, measure and report results to senior programme staff and counterparts, and provide technical inputs to assist in informing programme strategy on a continual (rolling) basis.
  3. Develop and update regular statistical and analytical reports as required, situation reports, bulletins as well as IOM factsheets, amongst others.
  4. Assist in recruiting and training of staff including data enumerators to conduct needs assessments or other relevant assessments in areas of department programming. Coordinate and monitor the deployment and training of staff and implementing partners in data collection processes, as well as preparing and consolidating progress reports, amongst others.
  5. As needed, coordinate and liaise with relevant authorities, relevant cluster lead agencies, as well as other involved partners in relation to T&R programming in order to share necessary related data for information, analysis, and to strengthen relationships among partners.
  6. Contribute to the design of and incorporate gender analysis into transition and recovery products and activities; work with experts to assist in adequately addressing gender issues.
  7. Facilitate the logical and efficient planning of data processes, including adequate collection practices, analysis and sharing, with a particular focus on data protection. When necessary, adapt methodologies to account for changes in the environment.
  8. Undertake duty travel relating to project/programme assessment, liaison with counterparts to ensure smooth implementation; Support the Programme/ Implementing Partners field monitoring visits; in a timely manner attending to any operational challenges that may arise and as appropriate, and provide updates to inform project/programme development, as required.
  9. Support the development of programmes based on solid results frameworks.
  10. Provide general administrative and technical support in preparation and organization of conferences, meetings, and trainings and other events, communication and liaison with donors, counterparts, and the relevant Yemeni authorities.
  11. Contribute to the Knowledge Management of the T&R projects, as well as others relevantT&R sub units as when needed.
  12. As required, support the T&R team in assisting the evaluation process including ToRs, inception reports, final reports and management response matrix.
  13. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • Substantial experience in project implementation, management and reporting, with experience in the field of research, analyses, monitoring and evaluation;
  • Proven experience with logical framework approach and other strategic planning approaches, M&E methods and approaches (including quantitative, qualitative and participatory), planning and implementation of M&E systems, facilitating learning-oriented analysis sessions of M&E data with multiple stakeholders, information/data analysis and report writing;
  • Experience of using online data collection/ data analysis software’s, like power bi- survey monkey, Kobo tool box etc;
  • Experience in humanitarian programmes for migrants and capacity-building activities;
  • Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions;
  • Previous experience working in an international organization is essential;
  • Previous experience with and knowledge of emergency and transitional programmes funding mechanisms is essential; knowledge of other countries’ funding mechanisms is an asset;
  • Previous work on or in Yemen is essential;
  • Relevant experience in international conflict and post conflict emergency environment and community development, with a focus on participatory processes and joint management.

Skills

  • Sound and proven understanding of internal and international migration issues in the sub-region and related issues;
  • Knowledge of the Yemen context is essential;
  • Excellent reporting and writing skills;• Knowledge of monitoring and evaluation.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
