Context:
Under the direct supervision with the Chief of Mission (CoM) and in close coordination with the Senior Programme Coordinator (emergency and post crisis) and Head of Resources Management (HRM), the successful candidate will be responsible for the provision of Country Office’s (CO) programme support, including for project development and reporting, Monitoring and Evaluation (M&E), communication and Public Information, and for donor liaison efforts in the International Organization for Migration (IOM) Pakistan.
Core Functions / Responsibilities:
Programme monitoring, communication, evaluation and reporting
- Maintain up to date knowledge and archiving of all programme implementation in Pakistan and set-up the Monitoring and Evaluation (M&E) framework of the CO.
- Maintain, contribute to, and where necessary establish, knowledge management systems covering both migration policy, internal policies, operational issues, and programmes within IOM Pakistan and coordinate with CoM, senior programme managers, and other relevant internal or external stakeholders to ensure they are effectively utilized.
- Advise project managers in monitoring projects to generate data and inform/identify in advance implementation challenges with the view to identify solutions to support the delivery of activities within the designated timeframe.
- Develop and deliver training and organize webinars to inform relevant colleagues in mission on project development, reporting, and M&E, as well as the roll-out of institutional updates and guidance material.
- Liaise between different units to ensure that IOM financial standards and reporting requirements are met and observed.
- Manage the various aspects of the Programme Support Unit (PSU), including Communication and Public Information, M&E, Project development and reporting.
- Identify, train and supervise Programme Support staff and build capacities of implementing partners in preparing and consolidating progress reports to ensure adequate grant management.
- Coordinate the drafting of consolidated achievements reports against agreed-upon benchmarks and contribute to the development of and implement a robust communication strategy in the CO.
Project development and donor liaison
- In coordination with the CoM and Senior Programme Management team, act as a focal point for the development of new projects proposals and programmes.
- Act as a focal point for coordinated donor liaison and resource mobilisation efforts in the CO, including supporting the development, management and monitoring of a resource mobilization strategy in close coordination with the CoM and the Senior Programme Coordinator
- Ensure project development and reporting standards abide by IOM policies and procedures.
Strategic planning and policy development
- Provide technical inputs to support the CO with the development and roll-out of strategic and policy documents, including the country strategy.
- Coordinate contributions for and compile various periodic reports including end of the year review, IOM inputs to the United Nations Sustainable Development Cooperation Framework processes as well as inputs for regional and Headquarters (HQ) processes.
- Engage in consultations and coordination with the relevant Units and Thematic Specialists in the CO and at regional level to facilitate institutional policy and programmatic coherence, as well as clarity and consistency of messaging towards external partners and stakeholders.
- Perform such other duties as may be assigned.
Required Qualifications and Experience:
Education
• Master’s degree in Political or Social Sciences, Business Administration, Migration Studies, International Relations, Law or a related field from an accredited academic institution with five years of relevant professional experience; or
• University degree in the above fields with seven years of relevant professional experience.
Experience
• Demonstrated experience in coordinating projects and providing policy support;
• Demonstrated experience in donor liaison;
• Experience in liaising with governmental authorities, other national/ international institutions and NGOs.
Skills
• Demonstrated expertise in project development, reporting and management
• Knowledge of the humanitarian inter-agency coordination systems and UN frameworks.
• Expertise in monitoring and evaluation.
Languages
IOM’s official languages are English, French, and Spanish.
External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).
For all applicants, fluency in English is required (oral and written). Working knowledge of Urdu and/or regional languages is an advantage.
