Position within the Organization

The position is embedded in the Somali Programme team that is headed by the Programme. The Programme Support Officer will be supervised by the Programme Manager who will provide regular and close supervision. The Programme Support Officer’s strategic goal is to support smooth management, coordination and implementation of Interpeace programmes in Somalia/Somaliland.

Purpose and General Overview

The position will support efficient and effective management and implementation of the Interpeace programmes in Somalia/land. The position will also enhance Somali programme fundraising efforts in other Somali regions. The position will collaborate directly with the other members of the Interpeace Somalia Programme.

Duties and responsibilities

1: Strategic and programme development

  • Assist in the development and implementation of Interpeace’s Somalia strategy for the next phase of the programme
  • Contribute to the internal (within the Somalia team and across the Organisation) discussions on thematic and learning issues particularly on peacebuilding and governance.

2: Programme implementation

Programme management:

  • Provide close support in the planning, development and implementation of Interpeace’s peacebuilding programme in Somalia.
  • Participate in the Somali programme engagements to help:
    • Improve programme implementation/performance.
    • Promote cooperation and collaboration with other actors.
    • Support the capacity development of Somali partners.
    • Share experiences-especially those that strategically position Interpeace and the Somali partners.
    • Support efforts to improve the reporting/documentation capacities of the Somali partners.
    • Contribute to the development of Interpeace’s relationships with partners in Somalia.

Grant management and monitoring and evaluation:

  • Provide support in the development of donor reports and compliance to contractual obligations of the Somalia programme.
  • Provide support to the D, M&E Officer in assessing the extent to which partners’ initiatives are achieving the set results, writing and filing of reports.
  • In collaboration with Somali programme team, review the partners’ research capacities to assess areas of improvement in order to develop and implement strategies to strengthen capacities in order to improve programme impact.
  • Assist in identifying funding opportunities and fundraising opportunities.
  • When need be, support the Finance department in ensuring partners adhere to Interpeace’s financial policies and procedures-especially when developing activity requests and/or procurement of programme services/goods.

3. Communications and advocacy

  • Support the Communication Officer in the documentation of ‘success stories’ and other anecdotal information to demonstrate results/impact of initiatives undertaken by Interpeace and the Somali partners.
  • Assist the Somali partners develop and implement strategies to enhance dissemination of their research.

Qualifications:

Education

  • Degree in a related field such international relations, political science, development studies or peacebuilding

Experience

  • At least 1-3 years of relevant professional experience in research, analysis and programme management, with some experience with non-profit or international organizations being an advantage

Competencies

  • Knowledge of current thinking on peacebuilding issues and methods; and demonstrable ability to anticipate emerging needs and integrate them swiftly into priority programme setting
  • Well established and practiced organizational and planning skills; and knowledge and experience of project cycle management including using project planning and management tools
  • Developed ability of raising the profile of an organization, networking with government agencies, donors and other international agencies, and using the media to generate profile
  • Proven ability to communicate, negotiate and work with high level executives and government officials
  • Strong writing and communications skills in English and Somali is required

  • Excellent knowledge of English
  • Legal status to work in Somaliland
  • Ability and willingness to travel to Somalia Was may be required
