Context:

Under the overall supervision of CoM and the direct supervision of the Programme Coordinator (Programme Support Unit (PSU)), the Programme Support Officer will develop strategies, methodologies and contingency plans that respond to new and emerging operational challenges for IOM Yemen in line with the IOM Yemen Response Strategy and regional MENA strategy, as well as advise and provide substantive support to the Country Office’s (CO) project development, Accountability to Affected Populations (AAP), Monitoring and Evaluation (M&E) and donor reporting and liaison activities.

Core Functions / Responsibilities:

  1. Develop responses, recommendations and approaches to ensure the implementation of emergency response, and community stabilization and migration management activities in Yemen, in line with the CO’s strategy.
  2. Serve as principle focal point for Accountability to Affected Populations (AAP), and develop and manage the mission’s Complaints Feedback Mechanisms, including supervision of mission Community Feedback team. Lead the mainstreaming of AAP throughout the mission’s response.
  3. Identify and secure funding sources among government and non-government donors, in line with IOM’s overall strategy in the country. Establish and maintain working relationships with donors to negotiate programme and project possibilities and raise funds for new projects/ programmes.
  4. Develop strategies, methodologies and contingency plans that respond to new and emerging operational challenges for the country, through a consultative process with senior and programme staff.
  5. Guide the organization’s project development actions, including by establishing and maintaining regular contact with donor relations officials and substantively supporting the development and submission of project proposals.
  6. Assess programme implementation and key indicators and lead the preparation of interim and final donor reports as well as CO, regional and Headquarters periodic and activity-specific reports.
  7. Backstop the technical, administrative and financial aspects of all ongoing projects to ensure effective project management and implementation, and provide advice to resolve issues as they arise.
  8. Undertake regular in-country and field visits in Yemen in relation to project development, the resolution of issues and to maximize project performance.
  9. Develop M&E data collection and quality assurance tools, and provide capacity building with respect to data collection, analysis and reporting.
  10. Establish and maintain effective working relationships with relevant authorities, United Nations agencies, non-governmental organizations and other stakeholders.
  11. Ensure on-time and accurate planning, organization and implementation of the Project Development, Reporting and M&E workplans, including updating of the project, reporting and contract schedules for all IOM Yemen projects.
  12. Ensure the maintenance of accurate and pertinent records of all correspondence, project development, reporting, and relevant implementation files and administration information.
  13. Deputize for the Programme Coordinator (Program Support Unit) during absences.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Political or Social Science, International Relations, Humanitarian Affairs, Development Studies, Peace and Conflict Studies, Public Policy, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in managing various programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
  • Previous experience working in an international organization and knowledge of the UN is essential;
  • Previous experience with and knowledge of emergency and transitional programmes funding;
  • Experience preparing reports, budgets, statistics and managing project administration activities;
  • Previous experience with and knowledge of foreign government funding mechanisms is essential;
  • Proven experience in managing Complaint and Feedback Mechanisms is essential;
  • Previous work experience in an emergency mission is an advantage;
  • Previous work in relevant issues such as migration, displacement, livelihoods, humanitarian assistance, the Middle East, or Yemen advantageous;
  • Experience in programme development, project management, and monitoring and evaluation required; and,
  • Previous work in Accountability to Affected Populations and relevant capacity building is advantageous.

Skills

  • Excellent project development and report writing skills;
  • Excellent knowledge of programme management cycle;
  • Proven ability to supervise, coach, and direct staff and manage operations;
  • Computer skills and knowledge of relational databases, Microsoft applications, spreadsheets,word processing etc; and,
  • Strong understanding of the UN and IOM Rules Regulations and practices are advantageous.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (Arabic, Chinese, French, Russian, or Spanish).

For all applicants, fluency in English is required (oral and written). Working knowledge of Arabic is an advantage.
