Context:

The International Organization for Migration (IOM) Protection Unit in Cox’s Bazar Sub-Office (SO) of IOM Bangladesh Country Office (CO) has five thematic areas: General Protection, Counter-Trafficking (CT), Child Protection (CP), Gender-Based Violence (GBV), and Research and Community Consultation.

Under the overall supervision the Head of Humanitarian Assistance and Operations, and direct supervision of the Protection Coordinator in Cox’s Bazar Sub Office, the Programme Support Officer (Protection) will be responsible for supporting the Protection Unit in programme implementation in refugee camps and host community areas, including assisting with strengthening and developing ongoing activities, and the expansion of the existing programme of work as part of the Rohingya humanitarian response. The successful candidate will provide programmatic support to the Protection Unit, with a focus on analysis, reporting and coordination.

Core Functions / Responsibilities:

1. Support the five programmatic areas (Protection, Child Protection, Gender-Based Violence, Counter-Trafficking, and Research and Consultation,) by participating in the analysis, editing, proofreading, and drafting of various reports and other protection products for internal and external dissemination and use.

2. Support the Research and Consultation Team by reviewing research, editing and drafting reports. Contribute to the development of curriculum or training content based on field research and assist the team with delivering such content among refugees.

3. Support the development and review of new project proposals, concept notes, and humanitarian funding appeals for the Protection Unit, according to IOM and donor requirements, by providing technical inputs and guidance; coordinate inputs from the relevant thematic areas (Protection, Child Protection, Gender-Based Violence and Counter-Trafficking, the Research and Consultations Team) that respond to emerging trends and country and donor priorities in the response.

4. Provide administrative and technical support to the Protection Unit for monitoring and evaluation activities, including learning, monitoring requirements, and the development of assessment tools, across all five sub-units and in close coordination with IOM´s Monitoring and Evaluation (M&E) Officer.

5. Consolidate and analyze data on programme implementation and indicators to facilitate the preparation of interim and final donor reports as well as CO, regional and Headquarters (HQ) periodic and activity-specific reports, as may be required.

6. Draft and/or provide written inputs for the development of talking points, background notes and notes for the file for a variety of meetings and presentations, including for IOM meetings with key donors.

7. Research and document possible synergies between the programmatic areas to help align project activities and results and reinforce an integrated approach to protection.

8. Keep accurate and pertinent records of all correspondence, programme development and reporting files and administration information for the Protection Unit.

9. Perform such other related duties as may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Political or Social Sciences, Law and/or International Relations or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• Professional experience with programme support, including project development, implementation and monitoring;

• Professional experience with developing and facilitating trainings, and with small research projects;

• Experience with producing content for internal and external publication.

Skills

• Ability to analyze, write professionally and speak clearly and concisely in English;

• Ability to work effectively under pressure in hardship situations and harmoniously in a team with colleagues from varied cultures and professional backgrounds;

• High degree of initiative and ability to work independently within assigned areas;

• Knowledge of Protection in humanitarian contexts;

• Sound computer skills, including use of various software; and

• Good representation skills, such as speaking at meetings and providing situational analysis.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English is required (oral and written). Working knowledge of Bengali is an advantage.
