Nonviolent Peaceforce (NP) is a dynamic, international non-governmental organization. We work with people affected by violent conflicts to enhance their security and dignity through unarmed civilian protection (UCP). We work to reduce violence and protect civilians in countries affected by violent conflict and its aftermath and to help transform the world’s response to conflict situations.

JOB PURPOSE:

The focus of this role is to develop programming and implementation strategies that will contribute to the effective application of Unarmed Civilian Protection (UCP) throughout Nonviolent Peaceforce (NP) Iraq’s field sites. Working closely with the Deputy Head of Mission (Programmes) and the Programme Department, as well as engaging directly with field teams, she or he ensures consistency and quality in programming as well as supporting the implementation of UCP as an effective methodology for responding to violence and civilian protection needs. The Programme Technical Advisor will work in IDP sites, deep field locations and urban areas experiencing high levels of violence and displacement. Working together with senior programme staff, they will facilitate the streamlining of the various UCP interventions into a cohesive programme implemented across all areas of operation. The Programme Technical Advisor will use their technical knowledge and experience working in the protection field to provide NP teams with technical advice, capacity building and analysis of the contributing factors to violence and protection concerns across Northern Iraq.

The Programme Technical Advisor Responsibilties:

Internal Strategy and Capacity Building:

  • Brainstorming programming ideas and strategy with field teams
  • Mentoring and accompanying field teams to carry out activities to improve programming efficacy
  • Working with NP Iraq field teams to strengthen their understanding and application of Unarmed
  • Civilian Protection (UCP);
  • Supporting conflict analysis, case studies and success story development.
  • Adapting and developing materials for NP Iraq capacity building (e.g. Mission Preparedness Training, programme training, training skills, new team leaders, new staff development, etc.);
  • Acting as a resource for challenging interactions including critical incidents, negotiations with local authorities and armed actors, and emergency response when Are Programme Managers (APCs)/Team leaders (TLs) request support or are unavailable;
  • Conducting ongoing protection trends, context and conflict analyses at the field and national levels;
  • Providing recommendations and advocacy points at the national and global level regarding protection needs
  • Participating in assessment missions as needed and offering programming technical advice;
  • Filling gaps in staffing and experience as needed, including acting as surge capacity when required;
  • Engage with National level Protection Cluster, regional working groups, sub-clusters and other relevant coordination mechanisms as needed, to inform programmatic implementation and the natioanl response to protection needs in Iraq;

NPWG Coordination and Advocacy

  • Representing NP as the Co-Coordinator at Ninewa Protection Working Group
  • Mobilizing members for identification of needs and analysis of gaps, and coordinating delivery of preventive and/or responsive interventions that adhere to established standards and guidelines
  • Convening regular meetings of members, thereby enabling information sharing, particularly in relation to protection concerns and needs, current response, gaps in the response, and operational challenges, and to avoid duplication in service provision.
  • Coordinating advocacy on behalf of PWG members and affected populations with external stakeholders, including local authorities and donors
  • Reporting on protection concerns and needs, current response, gaps in the response and operational challenges to the sub-national PWG and/or NPC to inform higher-level advocacy
  • Contributing to capacity building of PWG members by assessing capacity building needs, delivering trainings, and providing coaching and mentoring opportunities, as necessary
  • Ensuring adequate engagement of members at the governorate level, including through periodic field visits and/or bilateral meetings to monitor implementation and any challenges

QUALIFICATIONS AND COMPETENCIES

Education, Knowledge and Experience

  • At least three years of programmatic implementation experience specifically in direct violence prevention/civilian protection programming in conflict-affected areas
  • Demonstrated record of successfully developing and implementing effective civilian protection programming, with concrete results
  • Ability to work collaboratively with teams and managers
  • Knowledge of project design, programme management, impact and evaluation highly desirable
  • Proven ability to build relationships and conduct negotiations with the full range of actors including authorities, traditional leaders, military, police, non-state actors, international actors, and partners
  • Experience managing and prioritizing high workload and multiple, contending needs in a changing environment
  • Demonstrated ability to work and solve problems in a collaborative and creative manner in highly challenging locations
  • Demonstrated ability to analyse conflict, security and protection contexts
  • Technical expertise in at least one of the following: internal displacement/refugee protection, unarmed civilian protection, protection mainstreaming
  • Education in human rights, humanitarian response, international humanitarian law, refugee law, negotiation, mediation, human security, peace and conflict or related field would be an asset, not a requirement

Communication

  • Ability to interact confidently in English with colleagues and external contacts; fluency in Arabic is preferred
  • Strong writing and remote communication skills
  • Strong public speaking, presentation and training skills

Information Technology

  • Good skills in Microsoft Office applications
