Context
Since the beginning of the conflict in Sudan on 15 April 2023, thousands of forcibly displaced individuals have crossed the border into eastern Chad. These include Sudanese refugees, Chadian returnees, and Third Country Nationals. The International Organization for Migration (IOM) is present in the border area to identify and register Chadian returnees and to provide them with lifesaving assistance including Protection, Mental Health and Psychosocial Support (MHPSS), Shelter and Non-food Items (SNFI), and Water, Sanitation, and Hygiene (WASH) assistance.
Under the overall supervision of the Chief of Mission (CoM), Chad and direct supervision of the Head of Sub Office/Senior Emergency Coordinator, and in close coordination with the Department of Operations and Emergencies (DOE) at the Regional Office (RO) for West Africa in Dakar, Senegal and the Protection Division (PXD) including HPX, MPX, MHPSS and PSEAH Focal points at Regional Office (RO) and Headquarters (HQ), the Programmes Coordinator (Protection) will be responsible for managing, coordinating and overseeing IOM’s Protection, Mental Health and Psychosocial Support (MHPSS), and Prevention of Sexual Exploitation and Abuse (PSEA) programme activities in eastern Chad for the response to displacement from Sudan in Chad Country Office.
Responsibilities
1. Oversee the effective development and implementation of the Protection and MHPSS Programme (Sudan Response) by exercising administrative, operational and financial management responsibility for relevant projects.
2. Provide operational management, guidance and technical supervision to Protection and MHPSS Programme (Sudan Response) national and international staff, assisting on programmatic strategy, mainstreaming, and implementation, including where to focus programme resources and operational challenges as they arise, in coordination with the Emergency Coordinator and the technical support of the Protection Division at RO/HQ and other relevant Units at RO/HQ in line with IOM policies, guidance and global standards.
3. Establish, maintain and further expand strong relationships across UN Agencies, humanitarian organizations, government and community interlocutors, and with a broad range of other local interests toward the successful implementation of Protection and MHPSS Programmes in eastern regions of Chad in coordination with the Emergency Coordinator.
4. In close coordination with the Emergency Coordinator, Resources Management Officer (RMO), Head of Programmes (HOP), COM, and the technical support of the Protection Division (PXD including HPX, MPX and MHPSS) and other relevant Units at RO/HQ.
5. Identify the priorities based on solid results frameworks including existing data and protection analysis available, protection monitoring and emerging trends analysis during the implementation of the Protection and MHPSS Programme, as well as potential new assessments required.
6. Contribute to the development of new projects under the Programme to address the priorities identified, in line with donor interests and requirements.
7. Develop Standard Operating Procedures (SOPs) and contextualized guidelines for Programme activities, based on IOM policies, guidance and global standards.
8. Ensure that the key programmatic directions are developed taking into consideration Government counterparts and other relevant public/private sector’s partner organizations and shared with international stakeholders, including donors, to maximize impact, minimize overlapping and stimulate funds mobilization for the new programmes.
9. Ensure timely and quality preparation and submission of all programme reports, in close coordination with the Emergency Coordinator and Resources Management and Programme Support Unit of CO according to requirements of IOM, donors and relevant stakeholders.
10. Coordinate and manage the elaboration and compilation of programme updates/briefs for donors, government and other relevant stakeholders, by ensuring compliance with donor requirements and procedures, and with existing humanitarian strategies and framework.
11. Monitor progress against strategic objectives, programme benchmarks, and provide advice with respect to improvements and corrections; oversee the establishment of a common Monitoring and Evaluation (M&E) framework that incorporates regular reporting requirements and impact evaluation strategies, in close coordination with M&E Officer of CO.
12. Ensure that the objectives set in programme documents and budgets, M&E frameworks and work plans are compliant with IOM’s organizational policies and donor’s contractual requirements, interests and expectations.
13. Oversee the production of visibility/communications materials in close coordination with Public Information Officer/Focal Point of the CO and in coordination with the Emergency Coordinator.
14. Guide, monitor and follow-up with relevant staff in support of CO’s strategic inputs and key decisions, including substantively contributing to the CO’s development of the Protection and MHPSS programme for the Eastern Region as required.
15. Participate and engage actively at relevant donor or partner meetings, briefings and conferences at the international and national level.
16. Supervise and provide technical support to all relevant Programme staff and implementing partners. Mentor and support staff, conduct relevant trainings and ensure the capacity building of Programme staff and partners.
17. Coordinate the development, dissemination and regular update of assessment and monitoring tools.
18. Draft Standard Operating Procedures (SOPs) for Programme activities, in coordination with the Emergency Coordinator and relevant units as and when required.
19. Oversee the development and maintenance of data collection and analysis mechanisms for IOM’s ongoing or new programmes as well as Protection Information Management products and share relevant information with partners within the humanitarian community, in line with the IOM Data Protection manual and PIM principles.
20. Participate actively in relevant inter-agency platforms, such as the Protection sector, GBV & CP sectoral Working Group, PSEA Network, AAP working group, and other relevant protection related working group to ensure IOM’s positioning and contributing to inter-agency efforts.
21. In coordination with relevant units, work closely with Focal Points at the IOM Regional Office in Senegal and HQ to ensure prevention, mitigation and response mechanisms in eastern Chad are in line with IOM’s global Protection, MHPSS and PSEAH Guidelines and Strategy.
22. Develop communication and awareness-raising strategies and tools to ensure appropriate PSEAH messaging and knowledge on prohibited behaviours as well as how to report allegations of misconduct, including SEA within communities and amongst beneficiaries; ensure localization of SEA messaging.
23. Coordinate referrals for PSEA victim assistance in coordination with gender-based violence and/or protection colleagues and support the strengthening of victim services within country and/or programming.
24. Undertake travel duties nationally or internationally, as required, including the regular visits to Sub-Offices, to coordinate, develop and/or support programme implementation.
25. Perform such other duties as may be assigned.
Education
- Master’s degree in International Relations, International law, Political and Social Science, Humanitarian Affairs, or a related field from an accredited academic institution with five years of relevant professional experience; or,
- University degree in the above fields with seven years of relevant professional experience.
Accredited Universities are those listed in the UNESCO World Higher Education Database.
Experience
- Professional experience in programme conceptualisation, development, monitoring, reporting and evaluation in Emergency, Conflict/Post Conflict experience is required;
- Experience in programme development and capacity-building activities;
- Previous experience in direct implementation of protection interventions, particularly, GBV is essential; experience in implementing/supervising protection case management and/or individual protection assistance in emergency, experience in implementing and coordinating psychosocial support programmes in emergency situations;
- Experience in supervising protection risk assessments, protection monitoring and developing protection analysis;
- Experience in implementing protection mainstreaming;
- Experience in developing and facilitating PSEA trainings, in particular capacity-building, and communication materials to promote behavior change; Experience undertaking PSEA risk assessments, in coordination with communities, partners, and UN and other key stakeholders;
- Experience in managing teams, mentoring and delivering trainings;
- Experience in emergency settings with in-depth knowledge of IOM/UN programme/project life cycles;
- Experience in working in hardship locations with restrictions is advantageous;
- Experience with UN and International Agencies, international or local NGOs preferred;
- Work experience in the Region is an advantage;
- Experience in liaising with governmental and diplomatic authorities as well as with national and international institutions; Sound and proven understanding of internal and international migration issues in the country and in the region; and,
- Experience in organizing consultations, workshops and seminars with high level stakeholders.
Skills
- In depth knowledge of the broad range of migration related subject areas dealt with by the Organization;

Languages
For this position, fluency in English and French is required (oral and written).
Working knowledge of any UN official language(s) (Arabic, Chinese, Russian and Spanish) and/or language(s) identified by the Country Office is an advantage.
