Background of the Program

Coalitions for Change (CfC) is a partnership program of Australia’s Department of Foreign Affairs and Trade (DFAT) and The Asia Foundation in the Philippines. CfC supports the formulation and implementation of key policies consistent with the government’s agenda on economic growth, improved governance, and social development.

The program creates spaces for collaboration, strengthening coalitions and networks, civil society, the private sector, the government, academia, and others to bring about transformative change. Working with these motivated groups and individuals, and underpinned with technical and political analysis, CfC successfully delivers reforms that lead to sustainable and inclusive development, improving the lives of Filipinos.

Background of the Assignment

Three of the most recent international education assessments show that a vast majority of Filipino students are unable to meet the learning competencies expected of their grade level. Filipino students are lagging behind their peers, which poses severe consequences for the country’s future human capital development, leadership, and workforce.

Currently, the public education system is in charge of 28 million learners, or an estimated 88% of total students in basic education. Given the government’s tight fiscal space to address classroom shortages and high student-to-teacher ratios, there will be a further strain on education delivery and learning recovery in the Philippines.

CfC is working with partners to conduct research on programs and introduce policies that will improve education delivery and performance and mitigate the impacts of the COVID-19 pandemic, through exploration of private and public partnerships in education.

CfC is seeking to hire one (1) Project and Communications Assistant in the following consultancy position:

Project and Communications Assistant (Policy Advocacy)

Period of engagement: 3 months, subject to extension

Mode of payment: Level of Effort

Level of effort needed: 45 LOE days spread in 3 months

Area of Assignment: Can attend meetings in Metro Manila

Duties and Responsibilities:

1. Develop and strengthen advocacy for education programs and campaigns through social media management and communication planning
2. Lead meeting documentation, crafting presentations, and organizing data
3. Provide technical assistance in development of policy papers, briefers, presentations, and other reference materials to be presented to government officials and key stakeholders.
4. Network and collaborate with government agencies and civil society organizations, coalitions, advocacy groups, and other stakeholders
5. Contribute to team discussions and strategy planning.
6. Maintain collaborative relationships with the CfC Social Development team, its network, and partners.

Qualifications:

1. Bachelor’s degree in a relevant discipline (e.g. Communication Arts, Social Work, Community Development, Public Administration, Social Sciences.)
2. Has one to two years of experience in project management and leading advocacy campaigns.
3. Effective written and verbal communication skills in both English and Filipino.

1. Preferably has experience in policy research and development, with familiarity with legislative policies, context, processes, and programming.
2. Demonstrated experience working in adaptive programs and development entrepreneurship would be an advantage.
