Context:

IOM in The Netherlands has been the main implementer of Assisted Voluntary Return and Reintegration (AVRR) activities since 1992. During the past decades, AVRR has evolved to cover the full range of IOM support: 1) pre-departure support including assistance tailored to the needs of migrants in situations of vulnerability, facilitating travel documentation; 2) travel assistance; and 3) post-arrival assistance and reintegration.

Three operational teams in The Netherlands and IOM colleagues in the countries of return, cooperate closely together to ensure safe and dignified voluntary return. In addition, IOM The Netherlands works with different partners, including medical professionals and airlines, following up on their expertise.

Under the overall supervision of the Chief of Mission in the Netherlands and under the direct supervision of the Head of Unit, also in close coordination with relevant units at the Mission, the Project Assistant (AVRR Project Coordination and Liaison Unit) is responsible for coordinating the return of migrants with health concerns and the subsequent of reintegration activities.

Core Functions / Responsibilities:

  1. Coordinate the voluntary return of migrants with health concerns pre-departure, during travel and post-arrival, including the provision of a grant for medical purposes;
  2. Support the reintegration process in close cooperation with the project assistants in the field as well as receiving IOM missions worldwide;
  3. Coordinate the delivery of reintegration, medical assistance post-arrival to vulnerable returnees with health concerns, in accordance with IOM policies and donor specifications and in close coordination with the receiving IOM mission;
  4. Actively approach stakeholders involved with migrants with health concerns to improve cooperation and promote the work of IOM regarding assistance to migrants with health concerns;
  5. Register relevant data concerning the progress of the work and collect relevant documents, in accordance with procedures, and report the results, developments and possible bottlenecks;
  6. Contribute to the image of the IOM as an organisation that facilitates humane and well-organised repatriation;
  7. Support timely implementation and achievement of project activities. Participate in evaluations of project effectiveness, impact, and sustainability;
  8. Monitor the proper administration and use of project resources, in coordination with the project coordinator;
  9. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s or higher degree from an accredited academic institution in, Political Sciences, Law, International relations, Social Studies or any other related field, with a minimum 3 years of relevant experience, preferably in similar roles;
    or
  • Completed High School degree from an accredited institution with 5 years of relevant experience; preferably in similar roles;

Experience and Skills

  • experience working with migrants and national migration;
  • experience in working with governments and civil society;
  • affinity with the health sector;
  • familiarity with donor procedures;
  • experience with client-tracking systems;
  • knowledge of MS Office preferably holding a driving license B;
  • stress resilience;
  • high level of accuracy, attention to detail;
  • Excellent coordination and organizational skills;
  • Solid team player and solution-oriented attitude

Languages

Fluency in English, fluency in Dutch is required and other language(s) relevant to the position – spoken by the AVRR target group is advantageous.
