The Geneva Centre for Security Sector Governance (DCAF) is dedicated to improving the security of states and their people within a framework of democratic governance, the rule of law, and respect for human rights. DCAF contributes to making peace and development more sustainable by assisting partner states and international actors supporting these states, to improve the governance of their security sector through inclusive and participatory reforms. It creates innovative knowledge products, promotes norms and good practices, provides legal and policy advice and supports capacity building of both state and non-state security sector stakeholders.

DCAF’s Cybersecurity programme, implemented by the Europe and Central Asia Division, aims to support good governance in cybersecurity. The programme contributes to making cybersecurity responsive and effective by working with cybersecurity actors from the public and private sector on improving law and policies, stakeholder cooperation and the effective provision and oversight of cybersecurity. To this end, the programme provides advice and research, organises technical trainings and workshops and organises stakeholder exchanges.

The Cybersecurity programme is currently looking for a highly qualified and motivated Project Officer for its cybersecurity governance activities.

Project Assistant ECA cyber (PO – 50%)

Title: Project Officer

Unit: Europe and Central Asia Division, Operations Department**

Location: Geneva, Switzerland with occasional travel**

Duration: 1 year

Reporting: The Project Officer will be assigned to the DCAF Europe and Central Asia Division.

Tasks and responsibilities: The Project Officer will be responsible for supporting the implementation of cybersecurity governance capacity building projects in Southeast and Eastern Europe. Under the supervision of the Principal Programme Manager and in close cooperation with other project team members in Geneva and Belgrade, the Project Officer is in charge of carrying out research on cybersecurity governance and supporting project implementation.

Key areas of responsibility include:

Conducts research on project-related topics.

Contributes to the logistical organization of seminars and conferences;

Drafts a variety of project related documents (project proposals, donor reports, fact sheets, etc.).

Key qualifications

Recent graduate or currently enrolled in university studies in a relevant field, such as law, international relations, conflict resolution, history, development, security, peace studies, or political science;

Excellent proficiency in English, both written and spoken;

Prior experience in assisting project management including financial aspects, and the organisation of conferences, workshops and training activities, is an asset;

Prior experience in drafting funding proposals, correspondence and reports to donors is an asset;

Knowledge of a Western Balkan and/or Russian language is a strong asset;

Swiss or EU citizenship or a valid work permit for Switzerland at the time of application is a pre-requisite
