Project Assistant (JOR Nationals) At Plan International

Role PURPOSE

Plan International has been working in Jordan since 2016, collaborating with national and international partners to support the recovery and resilience of the Jordanian host population and Syrian refugees by providing Inclusive, safe quality education (IQE), Skills and opportunities for youth ​employm​ent and entrepreneurship (SOYEE), child protection, and women’s empowerment services. The project is designed to have girls and boys between 7 and 24 years, who dropped out of school for more than three years, go back to school. This allows them to obtain through non-formal education a diploma in two years or through vocational training, with which they can continue studying, find a job or start their own business.

the ‘Talents Unlimited’ project is implemented by an international consortium, led by Plan International Netherlands and Plan International Jordan and further consisting of: JOHUD (Jordan) as implementing partner and technical partner Aflatoun.

Plan International Jordan is seeking for an experienced Project Assistant with demonstrated knowledge and experience in project implementation and liaising with relevant stakeholders, focusing on (vocational and non-formal) education and youth economic empowerment. The Project Assistant will have role to represent Plan International in a “front-line” role, effectively and efficiently communicating the Talents Unlimited project’s objectives, activities and methodology to project stakeholders. The Project Assistant will facilitate regular coordination meetings with staff, national and local partner in order to ensure effective implementation of project activities as per the set timelines.

Dimensions of the Role

The Project Assistant will be based in Amman with frequent travel to project locations inside Jordan. He/ She will be following up the ‘Talents Unlimited’ project implementation plans, supporting in overseeing project implementation and liaising with relevant stakeholders. He/ She will be monitoring activity progress in the field and provide accurate and timely status reports and contribute in the reports. The Project Assistant will support the Project Manager with the preparation of plans and other administrative tasks as required.

§ This role acts as the front-line in working directly with communities through different community partners;

§ This role has no direct staff;

§ This role requires close relationship with children/youth and their families.

Accountabilities

The Project Assistant will be responsible for:

Project Implementation:

§ Provide assistance in perform his/her duties and responsibilities in accordance to the project proposal and in addition to the programmatic, administrative and financial policies/ regulations of Plan International, and in line with the donor rules and regulations.

§ Under the guidance of the Project Manager and In coordination with the relevant departments, ensure detailed implementation plans are implemented in line with project activities and quality standards.

§ Support in the development of strong M&E mechanisms, program monitoring tools and efficient review and modification systems to ensure high quality implementation in order to achieve the set objectives.

§ Coordinate all activities of the target beneficiaries and local partners.

§ Support in supervision and guidance to the project partner, in close consultation with the relevant departments.

§ Facilitate regular coordination meetings with relevant staff, national and local partners in order to ensure effective implementation of project activities as per the set timelines.

§ Conduct regular field visits to project sites and partner.

§ Support in producing activity progress in the field and provide accurate and timely status reports.

§ Ensure that child and youth safeguarding standards are understood and met.

§ Maintain and develop mechanisms to monitor and evaluate the impact of the activities, and ensure learning is integrated into future program design;

§ Follow up the reporting systems of the partners for monthly reports to ensure accountability;

§ Providing support, encouragement and motivation to young people in the talent unlimited project, ensuring their active participation in activities

§ Undertake all other duties that may be determined by the line manager and Country Director and that are compatible with the job.

§ Coordination and Communication:

§ Based on project manager request, he/she will represent Plan International in a “front-line” role, effectively and efficiently communicating the ‘Talents Unlimited’ project’s objectives, activities and methodology to target beneficiaries and local project stakeholders.

§ Support in collecting quantitative and qualitative data in accordance with the monitoring and evaluation plan and provide updates and reports to the project manager.

§ Ensure effective information sharing and learning across agencies;

§ Update project outline with any significant changes in context and send to line manager for approval;

§ Undertake all other duties that may be determined by the line manager and Country Director and that are compatible with the job.

Child protection, gender equality and inclusion

§ Ensures that Plan International’s global policies for Safeguarding Children and Young People and Gender Equality and Inclusion are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan

Key relationships

The post-holder will report to the Project Manager. He/she will coordinate closely with the relevant department. The post holder will also work closely with all project partners as well as other stakeholders.

Technical expertise, skills and knowledge

Essential

§ Bachelor degree in business studies, social science, economics, or equivalent combination of education and work experience

§ Minimum 1-2 years of progressively responsible professional experience in sectors of non-formal education, vocational and entrepreneurship training and/or youth economic empowerment.

§ Knowledge of business and income generating activities in the context of Jordan,

§ Previous experience in working with youth,

§ Excellent interpersonal, communication, training and facilitation skills,

§ Strong coordination, networking and advocacy skills,

§ Strong skills in implementation and monitoring and evaluation,

§ Excellent verbal and written language skills in English and Arabic

§ Awareness of child protection issues

§ Sensitivity to gender and child protection.

§ Acts with high degree of integrity and professionalism

§ Ability to deal with complex situations and issues proactively and persistently

Physical Environment

The post-holder shall be based at Plan International Jordan offices in Amman with a minimum of 70% allocation for local travel to different host communities.
