Project Co-ordinator at Organization for Security and Co-operation in Europe

Background

This is an extra-budgetary position. The initial contract will be for one year, renewable until the project ends. The expected duration of the project is until 2023 and the selected candidate should commit to being available for the duration of the project.

The OSCE has a comprehensive approach to security that encompasses politico-military, economic and environmental, and human aspects. It therefore addresses a wide range of security-related concerns, including arms control, confidence- and security-building measures, human rights, combating human trafficking, national minorities, democratization, policing strategies, counter-terrorism and economic and environmental activities. All 57 participating States enjoy equal status, and decisions are taken by consensus on a politically, but not legally binding basis.

The Office for Democratic Institutions and Human Rights (ODIHR) is the principal institution of the OSCE responsible for the human dimension. ODIHR is active throughout the OSCE area in the fields of election observation, democratic development, human rights, tolerance and non-discrimination, and the rule of law. ODIHR’s assistance projects and other activities are implemented in participating States in accordance with ODIHR’s mandate.

The Election Department is managing a large-scale, extra-budgetary (EXB) project “Support to Electoral Reforms in the Western Balkans”, which requires designated staff to plan and implement project activities between 2021 and 2023.

Tasks and Responsibilities

Under the direct supervision of the Deputy Head of the Election Department and in close co-ordination with the Head of the Election Department, the Project Co-ordinator will provide planning and co-ordination, oversight, monitoring, analysis and assessment services to the project to enable its efficient implementation through the following functions:

  1. Planning and co-ordinating the execution of project activities;
  2. In close co-ordinating with the Head of Election Department, Deputy Head of Election Department, other Election Department staff, and the relevant contact points within OSCE field missions and national institutions involved in the project and project partners;
  3. Consulting with Election Department staff providing the subject matter expertise for the project, regarding the design, work plan, implementation, and monitoring and evaluation of the project activities;
  4. Providing overall co-ordination between the relevant national counterparts, experts, and international partners;
  5. Organizes and implements local project activities;
  6. Overseeing and ensuring the effective implementation and timely delivery of the project components;
  7. Identifying key performance indicators, developing monitoring and evaluation plan, and collecting relevant data; organizing regular meetings to review project progress; preparing reports to the donors;
  8. Paying special attention to achieving an appropriate level and type of visibility for the project, following OSCE and donor guidelines for public relations;
  9. Conducting research, analysis, and assessments on developments in the region;
  10. Performing other duties as required.

Necessary Qualifications

  • First-level university degree in international relations, public administration, law, or social sciences;
  • At least six years of progressively responsible and relevant professional experience in the field of elections, democracy, or other human rights issues, including five years at international level in the field of elections and their technical and political implications;
  • Experience with working in complex and highly sensitive political environments;
  • Experience in cultivating and sustaining working relationships on human dimension policy issues with diverse stakeholders including governments at senior level, institutions, civil society and local chapters of international organizations;
  • Experience promoting human rights and democracy from an international institutional base, including experience at the international level in an advisory or operational function;
  • Experience working with project teams and knowledge of project cycle management;
  • Field experience, preferably in the region(s) of the OSCE targeted by the project, and co-operation with international organizations at the field and headquarters level;
  • Experience providing policy and strategic advice;
  • Computer literate with practical experience with Microsoft applications;
  • Experience operating modern technologies used during elections;
  • Excellent written and oral communication skills in English;
  • Ability to work with people of different nationalities, religions and cultural backgrounds;
  • Demonstrated gender awareness and sensitivity, and an ability to integrate a gender perspective into tasks and activities.

Remuneration:

Monthly remuneration is approximately EUR 5,208 depending on post adjustment and family status. OSCE salaries are exempt from taxation in Poland.

Social benefits will include possibility of participation in the Cigna medical insurance scheme and the OSCE Provident Fund. The Organization contributes an amount equivalent to 15% of the employee’s salary to this Fund and the employee contributes 7.5%. Other allowances and benefits are similar to those offered under the United Nations Common System.

Appointments are normally made at step 1 of the applicable OSCE salary scale.
