PAH in South Sudan: Polish Humanitarian Action (PAH) has been operating in South Sudan since 2006, as one of the first NGOs established in Jonglei State. We are a small team of dedicated individuals committed to delivering tangible and sustainable change in the largest, most populous, and most conflict-affected state of South Sudan. Due to the expertise we have accumulated over the years especially in WASH and S/NFI, PAH led the coordination of the Jonglei Sub-national WASH and S-NFI cluster from 2014 to 2021 and 2019 to date respectively coordinating WASH emergency responses with partners to ensure that all vulnerable communities are served during crises. Our priority is to ensure that people have access to clean water and safe hygienic conditions. PAH also provides assistance to internally displaced people and most vulnerable communities, working in the sectors of WASH, Shelter NFI, Food Security and Livelihood, Protection and Education.
Main Objective of the Position
- Ensure time-bound and qualitative implementation of project activities according to the adopted plan.
- Facilitate effective coordination and communication among project stakeholders.
- Monitor and evaluate project progress to ensure alignment with objectives and timelines together with MEAL Unit.
- Foster a collaborative and supportive team environment to enhance project outcomes.
- Ensure compliance with organizational policies and donor requirements.
- Promote continuous improvement and innovation within the project.
- Enhance the visibility and impact of the project through effective PR and promotional activities.
- Ensure the sustainability of project outcomes through strategic planning and resource management.
- Address and mitigate risks and challenges that may impact project implementation.
- Support the capacity building of local partners and stakeholders to ensure long-term project success.
- Key Duties and Responsibilities
- Oversee project budget and cooperate with the finance unit.
- Ensure proper implementation of project results.
- Manage the project team, train employees, and volunteers.
- Coordinate and monitor actions of subcontracted parties.
- Cooperate with project partners both national and international
- Oversee proper utilization and optimization of material resources.
- Manage Multisecrotal projects and PRFs.
- Prepare and update BoQs together with other managers.
- Support HoPs on cooperation with donors during planning and implementation stages.
- Exchange knowledge and experience with other Project Coordinators.
- Liaise with Program implementation quality Coordinator and Head of programmes.
- Engage with international NGOs, governmental institutions, local NGOs, and local government.
- Implement tasks assigned by the direct supervisor and CD.
- Ensure that the WASH, S/NFI programmes etc. are provided with the necessary administrative, logistical and technical support in order for activities to be carried out on time and within budget.
- Collaborate closely with Project staff for all the projects to understand programme activities and how to mobilise staff efficiently to support programme field activities.
- Stay abreast of project activities with the goal of identifying and mitigating risks.
- Strategic direction of the programs
- In consultation with the Head of Programmes, support strategic direction of the existing programmes within WASH, Shelter/NFI etc. sectors. This involves an analysis of external and internal context and the development of detailed sector strategic plans.
- Contribute actively to the development, revision, monitoring and implementation of the PAH South Sudan Country Strategy and the development of related country sector strategies.
- Ensure that all work follows the PAH Program Framework, the PAH South Sudan Strategic Plan and PAH global policies and procedures, donor contract and agreement obligations.
- Ensure that all projects are aligned to the sector strategy and country strategy and develop monitoring, quality and impact indicators to monitor the achievement of PAH strategic plan and sector strategy
- Contribute towards developing integrated multisectoral projects in sectors of FSL, WASH, Shelter/NFIs, Nutrition and Education
- Maintain an overview, monitoring and analysis of the external and internal parameters of the humanitarian and development context and use own skills and experience in providing proactive scenario development.
- Contribute to updates of the PAH South Sudan Safety and Security Management as appropriate.
- Attend and represent PAH at the various cluster group meetings and present PAH’s programme progress and operational research findings.
- Establish and maintain good relationships with local partners in order to ensure the effective coordination of programme activities and identify areas for potential collaboration.
- Represent PAH in coordination meetings with UN/ NGOs, donors, partners and government as required.
- Build good relationships with authorities, partners, international and national organizations, authorities in the areas of operation

- Provide significant support for the writing, editing and/or budget development of new proposals in coordination with the Head of Programmes
- Upon request of HoPs or CD, Represent PAH in identifying potential funding opportunities and communicating with donor representatives.
- Support in the development of new proposals within different sectors of WASH, Shelter/NFI, FSL, Nutrition, Health, Protection and Education
- Technical and Operational Metrics
- Ensure adherence to project timelines and quality standards.
- Collect documentation according to PAH check-list.
- Optimize expenditures and resource utilization
- Staff Management and Development
- Manage and motivate the project team.
- Build the capacity of the project team. Conduct capacity/training needs assessment and identity areas for further capacity development in line with the sector strategic plan.
- Actively engage in national program staff capacity building in key aspects of program cycle management including program design, implementation and monitoring.
- Ensure gender mainstreaming and conflict sensitive programming within the programs and promote the monitoring of interventions addressing gender and conflict issues
- Train employees and volunteers participating in the project
- Ensure effective frequent communication and feedback with the field.
- Responsible for developing clear exit strategies from the programme ensuring that it links into recovery and longer-term programming.
- Mainstream protection across all managed projects, ensuring staff is trained and applying protection approach on the ground
- Financial and Resource Management
- Oversee the project budget in BMT. Participate in and contribute to country and programme level budget review meetings and lead in quarterly forecasting of programme budget
- Ensure proper utilization of material resources.
- Cooperate with the finance unit.
- Review expenditures to delegated amount and track overall budget.
- Reportin, Monitoring and Documentation
- Prepare and manage documentation in accordance with donor directives.
- Report in accordance with department guidelines and donor directives.
- Take responsibility for the completion of internal project progress reports due to the Head of Programmes, which will include monthly updates on programme activity status and technical support requests.
- Ensure lessons learned are incorporated into programme management decisions.

EXPERIENCE AND QUALIFICATION
- Essential Qualifications and Skills:
- Experience:
- Minimum of 2 years in a similar position.
- At least 2 years in the humanitarian sector.
- Previous work in international NGOs or governmental institutions.
- Education:
- Bachelor’s degree in Project Management, Social Science, Development, WASH, public health or a related field. Candidates with a Master’s degree will have an added advantage
