Overview

Carrefour des Opportunites (CarrOps) is a five-year investment to facilitate the positive engagement of young people through their social and economic integration.

Through the CarrOps investment, Tanager will collaborate with AUXFIN and Bibliothèque Sans Frontiers (BSF) to pilot Digital Community Youth Hubs (Carrefours des Opportunités – “CarrOps”), which will combine entrepreneurship approaches with AUXFIN/BSFs proven life skills and employment readiness digital programs. Physical “maisons” as well as virtual Youth Hubs will be piloted as sustainable digital local service centers in 50 Communes in Burkina Faso in a variety of different contexts to assess what models work best to create positive outcomes for youth in different rural settings. These digital hubs will offer both employment and entrepreneurship services, as well as health, life and social skills and will foster safe spaces in communities for young people to come together and have fun.

The Carrefours des Opportunités partners will improve youth engagement in positive activities and promote peace. Sustainability will be integrated by developing effective economic models for each hub and engaging with the Ministry in charge of youth through their Référant Opportunités Insertion (ROI) initiative. ROI agents will be involved at the community level in ensuring that Youth Hubs are well managed and effectively contributing to the social and economic engagement of youth.

Based on the experiences of the Carrefours des Opportunités team over the next 5 years in implementing this Digital Youth Hub Model, Tanager and its partners, along with the Ministry in charge of youth, will make recommendations to scale the approach to all of Burkina Faso.

Tanager is seeking talented professionals for the role of Project Coordinator, based in Ouagadougou, Burkina Faso for its Carrefour des Opportunities Project. The Project Coordinator will be responsible for designing and deploying an effective, inclusive, sustainable and systemic service delivery approach to facilitate the positive engagement of rural youth through their social and economic integration. The project coordinator will work closely with the technical teams of Auxfin, Bibliothèque sans frontières, Wakatlab, and will maintain effective collaboration and coordination with relevant Burkina Faso government ministries, implementing partners and the private sector.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

PROGRAM/TECHNICAL MANAGEMENT

Responsibilities include, but are not limited to, the following:

Project Management

  • Develop the annual project work plan with partner organizations, ensuring phasing and sequencing of activities to optimize the effectiveness and synergies of project activities; oversee the implementation of approaches and activities throughout the project.
  • Oversee the development of project technical materials, including tools, training materials, and monitoring and evaluation protocols.
  • Write project reports and other documents in French and English as required by the donor in a professional, concise and timely manner.
  • Maintain day-to-day operational commitment to the program’s sustainable, market-driven, gender-based approach to implementation. Provide strategic guidance to the team following this approach and ensure compensation for capacity gaps related to the implementation of this approach.
  • Oversee the development of the monitoring, evaluation and knowledge management system. Review analysis data and develop communication protocols for internal project learning as well as for making results available to external audiences.
  • Assist grantees in obtaining required licenses, permits, land papers and certification,
  • Identify risks and challenges related to program delivery in a timely manner and suggest appropriate remedial measures to the Supervisor; document and share lessons learned for cross county learning.
  • Facilitate the implementation of the gender strategy/action plan and deliberately target women, youth and local community with program activities.
  • Participate in monthly, quarterly and annual activity planning.
  • Prepare steering committee meetings and act as steering committee secretary.
  • Contribute to the elaboration of terms of reference (TOR) for different strategies.
  • Contribute to the preparation of sub-contracts and deliverables tables.
  • Review and approve sub-contract deliverables for payment.

Research and data analysis:

  • Participate in the conduct of studies and research planned as part of the project.
  • Assist and participate in the design of research protocols (quantitative and qualitative)

Reports/documents:

  • Participate in the preparation of data and information required for quarterly progress reports and project monitoring reports.
  • Participate in the review and finalization of study reports.
  • Systematically produce field mission reports.
  • Contribute to advancing the organization’s approach by sharing lessons learned, best practices and innovations with colleagues.
  • Contribute to the review of financial statements.

Administration and Supervision

  • Recruit, develop and manage the project’s technical team (and technical consultants, where applicable), in accordance with good management practices, Tanager’s employee handbook and in compliance with Burkina Faso labor laws. Promote a productive, professional and safe work environment.
  • Ensure that all employees work according to Tanager’s commitment to gender equality and gender promotion, with the support of the Gender Lead.
  • Foster a collective culture of shared success, joint responsibility and commitment to the achievement of project objectives – within time, scope and budget.
  • Represent Tanager ss assigned by the country representative at country government or other stakeholders meetings.

Any other duties as assigned by the Supervisor.

QUALIFICATION:

Education and Experience

  • Minimum of Bachelor’s degree in Entrepreneurship, Business Management, Agribusiness Management, Development Studies, or a related field
  • 5 years’ working experience with minimum 3 years in enterprise development, youth employment or a related field.
  • An equivalent combination of education and experience will be considered.

Knowledge and Skills:

  • Experience in MSME development, and similar fields will be an added advantage.
  • Strong writing, analytical, presentation and reporting skills.
  • Ability to travel within Burkina Faso regions. Extensive field travel is expected.
  • Strong written communication skills, including demonstrated ability to write required documents in a concise, clear and well-organized style.
  • Strong demonstrated skills in the use of Microsoft Office Suite, including Word, Excel and Powerpoint.
  • Good communication skills, including interpersonal skills.
  • Good knowledge of some local languages (Mooré, Dioula).
  • Analytical and diagnostic skills
  • Professional ability in French and English required.
  • Willingness to work under pressure.
  • Precision, attention to detail.
  • Adaptability and sense of continuous learning.
