Job Title: Project Coordinator
Location: Angola
Reporting to: Grants Coordinator
Working closely with: Project team and Implementing Partners
Collaborating with: Communications Team, M&E Officers Programme Officers from Young Africa Affiliates, and the Head of Programs.
Purpose of Job: Effective and Efficient management and coordination of project and team
Contract Period: 1 year (with a possibility of extension based on satisfactory work performance)
Job Summary:
The purpose of the position is to ensure the implementation of the Young Africa Skills 2 Live programme in Angola. The Programme Coordinator will be responsible for coordinating all programme all activities, i.e. planning, and monitoring, ensuring the quality of implemented activities in compliance with the donor’s regulations, YA Standard Operating Procedures, and Policies. The incumbent will supervise staff and evaluate staff performance, ensuring proper management of the allocated budget to achieve the planned objectives as per the work plan, maintaining relations with donor representatives and relevant local stakeholders.
Main responsibilities:
- Planning, implementation, and monitoring/evaluation of programme activities, targets as specified in the project’s description and results framework.
- Guarantee proper, efficient, and prudent management of project funds in compliance with YA’s policies and donor regulations.
- Managing the programme team in Angola, ensuring a) high levels of productivity and b) that all activities being implemented by teams working at targeted health facilities, mobile training sites, and centers are well integrated to guarantee good quality implementation and results.
- Deliver good quality and timely reports to the YA HUB office and line ministries, including findings on impact/changes linked to the programme, observed at the level of beneficiaries.
- Collaborate with project partners and other stakeholders to be involved in the project
- Facilitate the registration of YA as an NGO and Vocational Skills provider in Angola and with relevant ministries.
- Oversee the monitoring and evaluation processes, including producing good quality and timely M&E reports.
Main responsibilities and tasks
Program activities planning, implementation, and monitoring.
- Preparing regular updates of project activities work plans and related financial plans with the contribution of the national staff, ensuring timely and good quality implementation of activities, in compliance with defined projects’ strategy, as well as YA and donor guidelines.
- Guarantee the application of procurement procedures and donors’ rules for reporting and implementation of activities.
- Periodic field visits to projects’ locations to ensure the quality of training and other related activities are always aligned to YA and donors’ standards.
- Preparation of proper and timely reports to be submitted to the Grants Coordinator and to the donor.
- In collaboration with M&E officer, develop tools to assess, analyse, evaluate and document the impact of the programme.
- Managing budget properly to achieve the projects’ objectives. Supporting eventual revisions of budgets and programme targets and approaches where necessary.
- Support the development, implementation and evaluation of YA’s strategy and projects, providing updated information, inputs and recommendation for new and on-going interventions in the country.
- Identify capacity gaps in key national staff and actively support their capacity building.
- Train, coordinate and supervise the project team and evaluate their performance.
- Ensure the projects’ staff respect YA rules and regulations and adhere to YA’s Values and integrity policies.
Projects reporting
- Prepare the projects’ narrative and support in preparing financial reports according to donor requirements.
- Ensuring all support documents (means of verification) and general projects’ documents are properly filled in and filed.
- Contributing to preparing and submitting new project proposals.
Coordination and representation
- Along with the project team, establish and maintain collaborative relations with project partners, local authorities, other local TVET institutions, stakeholders, and other organizations working in the project areas.
- Proactively participate in relevant coordination meetings at national, regional, district, and field levels as required.
- Ensure regular updates to the Grants Coordinator at YA HUB.
Required profile and experience
Education
Hold a master’s degree in social science or any related field.
Professional Experience
- At least 5 years of direct professional experience working as a project manager on a humanitarian project/program, including financial management responsibilities.
- Demonstrate a minimum of 3 years’ experience in the implementation of multi-sector humanitarian programming in complex emergencies.
- Experience in facilitating registration of organizations in a new area and starting up new projects.
- Experience in implementing livelihood projects specifically Technical Vocational Education Training (TVET) programs.

Languages
Excellent written and spoken English & and Portuguese a must.
