Context:

In coordination and partnership with relevant actors at a global, regional, and national level, IOM contributes to the overall objective of the 2021 COVID-19 Global Strategic Preparedness and Response Plan (SRRP), as well as other relevant strategic documents, to halt further transmission of COVID-19, and mitigate the impact of the outbreak.

The Migration Health Division (MHD) in the Americas provides technical guidance and support to IOM country offices and works closely with the health and migration authorities of the Members States in providing appropriate prevention and protection interventions for migrants and local communities. The evidence-based approach to outbreak control and disease prevention that MHD Americas promotes is aligned with the recommendations from the IOM Headquarters and other members of the international community to (a) continue with the

provision of essential services for, mitigate risks of and protect displaced persons, mobile populations and host communities, and to (b) scale-up essential public health measures and promote mobility-sensitive health systems.

In this line, MHD in the Americas will continue to employ means and resources to advance immunization levels amongst migrants and people on the move and more specifically will: implement activities to advocate for inclusion of the people of concern in national immunization campaigns; activities related to Risk Communication and Community Engagement (RCCE) to dispel vaccine hesitancy; activities to combat xenophobia, stigmatization and other behaviours that might discourage migrants and people on the move in accessing COVID-19 vaccinations. Under the overall supervision of the Regional Director for Central America, North America and the Caribbean and the direct supervision of Regional Migration Health Specialist for the Americas the incumbent will:

Core Functions / Responsibilities:

  1. Coordinate and monitor the budgetary aspects of activities related to advocacy, risk communication and community engagement (RCCE), as well as activities that ensure inclusion of migrants and people on the move in the national COVID-19 vaccination programs in the Americas.
  2. Provide technical inputs and support to IOM country offices in the Americas to facilitate the development of national advocacy strategies targeting migrants and people on the move, and the contextualization of the risk communication efforts and community engagement in line with IOM’s and international public health recommendations against COVID-19 pandemic.
  3. Compile, maintain and ensure access to information from IOM’s country offices in the region on the planned and conducted activities on COVID-19, to support informed decision-making processes for IOM’s response with a focus on advocacy efforts, RCCE and immunization campaigns, among others.
  4. Keep up-to-date information on disease trends and developments related to COVID-19 in the Americas to facilitate the preparation of appropriate reports, briefing and background notes, and other documentation, as required.
  5. Liaise closely with all the IOM regional thematic specialists in the Americas in order to collect, consolidate and analyze data on all IOM COVID-19 related activities in order to facilitate the preparation of periodic reports, i.e. Sitreps and other activity-specific reports.
  6. In close collaboration with the IOM Knowledge Management Hubs in San Jose and Buenos Aires, assist in maintaining a repository of information, materials and documents from IOM and other relevant sources on COVID-19.
  7. Facilitate the development and implementation of capacity-building sessions for IOM country offices as well as partners and stakeholders on advocacy, RCCE and inclusion of migrants and people on the move in the national vaccination campaigns, among other aspects of COVID-19 response.
  8. Support COVID-19 resource mobilization activities aligned to the IOM Strategic Preparedness and Response Plan for the Americas on COVID-19 (SPRP), by researching and documenting potential donors and providing technical assistance to IOM’s country offices in the Americas for the preparation of concept notes and/or project proposals.
  9. Participate in COVID-19 coordination meetings, engaging with different regional partners and stakeholders, as required.
  10. Perform such other duties that may be assigned.

Required Qualifications and Experience:

Education

• Master’s degree in Public Health, Political or Social Sciences, Public Policy, or a related field from an accredited academic institution with two years of relevant professional experience; or

• University degree in the above fields with four years of relevant professional experience.

Experience

• At least two years of combined national and international experience in project planning and implementation, including project preparation and monitoring of projects required;

• At least one year of experience in COVID-19 projects in the Americas required;

• Previous experience managing projects in U.N agencies is a distinctive advantage.

Skills

• Familiarity with concepts and developments related to public health and evidence-based public health practices is highly desirable;

• Ability to manage multiple tasks simultaneously and to work collaboratively on multidisciplinary teams with tight schedules;

• Excellent skills in assessment and analysis of data;

• Strong writing skills including the development of reports, concept notes and project proposals;

• Strong skills in project management and coordination with field offices;

• Proficiency in Microsoft Windows and MS Office applications.

Languages

IOM’s official languages are English, French, and Spanish.

External applicants for all positions in the Professional category are required to be proficient in English and have at least a working knowledge of one additional UN Language (French, Spanish, Arabic, Russian or Chinese).

For all applicants, fluency in English and Spanish is required (oral and written). Working knowledge of French and/or Portuguese is an advantage.
