Project Description
In Obo, we have 2 interventions.
- The project “Emergency medical and nutritional assistance for host populations and displaced persons in the Haut-Mbomou prefecture” whose general objective is to “contribute to the reduction of mortality and morbidity of populations affected by the crisis in Haut Mbomou”. It is financed by the Humanitarian Fund to the tune of USD 887,851 (for the Obo and Zemio areas).
- The project “Emergency response to strengthen access to health care for displaced persons and host populations affected by the crisis in the Haut-Mbomou prefecture, Central African Republic” whose general objective is to “contribute to the reduction of mortality and morbidity of populations affected by the crisis in Haut Mbomou”. It is funded by BHA/USAID to the tune of USD 2,600,000 (for the Obo and Zemio areas).
Operational objectives of the projects:
Project 1:
- Contribute to improving prevention, screening and free, quality care for children under 5 suffering from severe acute malnutrition in Haut Mbomou.
- Ensure free access to quality primary health care as well as the complete preventive, curative and promotional package at the community level for displaced and host populations in the Haut Mbomou prefecture
Project 2:
- Provide free, quality medical and maternal care to displaced populations and host communities in the Haut Mbomou health district.
- Provide free, quality medical and nutritional care to children aged 6 to 59 months in communities hosting internally displaced people through mobile clinics and supported health structures in the Haut Mbomou health district.
Level of achievement :
Humanitarian Fund Funding: This is a one-year project that started on December 11, 2023 and was due to end on December 10, 2024. An extension of the project was obtained until February 10, 2025. The FH funding allowed ALIMA to strengthen its actions and continue to maintain total free care at the Obo hospital (the FH funding covering the gap left by the RELSUDE funding). Thanks to this funding, ALIMA has enhanced the technical platform of the Obo hospital with the deployment of a surgical team composed of an expatriate surgeon and an anesthesiologist to care for the seriously injured. In addition to treating urgent surgical cases, the surgical team has carried out capacity building for the MSP medical staff present in the hospitals.
BHA funding: this is a project that started in August 2023 and will end on July 31, 2025. This project aims to deploy 3 mobile clinics in the city of Obo, specifically on the sites of displaced persons and refugees and in two villages located on the Obo-Bambouti axis. The project also supports the Bambouti health center and the Ligoua community care site.

Security context:
The 2013 crisis in the Central African Republic (CAR) significantly weakened all pillars of the country’s health system. In CAR, for every 100,000 live births, more than 882 women die (WHO, key country indicator), a rate almost twice the average rate in Africa. The country is also considered the second riskiest place in the world to give birth. Indeed, regarding neonatal mortality, out of 1,000 infants born in 2016, 42 died before the end of their first month of life (UNICEF, 2018).
In December 2013, ALIMA provided medical support in 3 sites for displaced people on the outskirts of Bangui and then set up a free primary health care package in 5 CDS in the DS of Bocaranga and Bangui. The provision of care was expanded to 13 CDS in Bocaranga in 2018. The project aims to strengthen the capacities of the Health District with a view to complete autonomy.
ALIMA’s second intervention began in Boda DS in June 2014, a city that was facing violent community clashes. ALIMA enabled the reopening of Boda hospital and Boboua CDS (Mbaïki DS). Today, the project covers the hospital and 9 FOSA to ensure the empowerment and resilience of the local health system and the community.
Since April 2018, action at the Nana-Gribizi level has had two components: an RRM response strategy to humanitarian shock and in the event of an epidemic and a second component in support of the FOSA of the AS of Mbrès.
In September 2019, two new projects were opened in the Haut-Mbomou prefecture, in the southeast of the country, where ALIMA teams support two hospitals in Zémio and Obo. The rehabilitation, establishment of surgical activities and medical support thus enable host populations, displaced persons, returnees and refugees to have access to quality care in this medical desert.
Priority
The Project Coordinator will be responsible for the overall supervision, monitoring, timely implementation, good quality and achievement of results and reporting of the two ongoing projects. The deployment of the two new mobile clinics and the management of hospital discharge.
Project specific required profile elements:
- University degree in Social Sciences, project management or related field.
- At least 5 years of proven experience in managing humanitarian or development projects.
- Experience in managing multi-million euro financings, preferably with BHA.
- Strong analytical and design skills.
- Proven ability to prioritize tasks, meet deadlines and work with limited supervision.
- Knowledge of gender issues and monitoring, evaluation, research and learning would be an asset.
- Experience in technical and operational project management.
- Experience in managing a volatile security environment.
TERMS
Duration and type of contract: 6 months renewable
Starting date: ASAP
Salary: According to ALIMA salary scale + recognition of experience
