Solthis is a global health NGO, created 20 years ago, which works for prevention and access to quality care for all, by sustainably strengthening health systems and services. CHALLENGES

Solthis has been working in Niger since 2004 on health issues, more particularly in the comprehensive care of HIV, sexual and reproductive rights as well as emerging infections.

Solthis operates via an office based in Niamey with the possibility of extension to the regions according to the development plan for the coming years.

Despite historic progress made over several years, Niger is one of the most fragile countries in the world in terms of socio-health indicators in reproductive health 70% of the population is under 25 years old. The HIV prevalence rate in 2020 is 0.9%, or around 110,000 PLHIV, access to sexual and reproductive health (SRH) services for women, and particularly adolescent girls and young girls, remains limited due to multiple barriers: gender inequalities, low socioeconomic status, value conflicts experienced by certain caregivers, low quality of services.

In this context, strengthening health systems (RSS) and the power of communities to act appears essential to promote the resilience of populations and equitable access to quality care, and thus contribute to sustainably improving the health of individuals. .

The project which is the subject of this publication aims to strengthen public and community health services and systems in Niger to increase its resilience. In particular, by emphasizing the provision of better quality health services, more user-centered and accountable (quality score and user-centered care score), thanks to the implementation establishment of continuing training and coaching/tutoring systems for health personnel in matters of sexual reproductive health (SRH) and HIV.

SPECIFIC MISSIONS

The Coordinator of the project “Support for the institutionalization and sustainability of a tutoring system in Sexual and Reproductive Health (SRH) and HIV in Niger” works under the direct coordination of the Country Director.

He/she will have to manage a team made up of a medical manager and a paramedical officer.

As responsible for the overall management of the project, he/she ensures the implementation of activities and the achievement of the objectives set contractually with the lessor as well as the management of his team, representation with partners, monitoring administrative and financial and contributes to the development and setting up of new projects in its sector of intervention in particular.

Is responsible for the implementation and monitoring of the project

  • Capitalization / Communication on the project

Ensures administrative and financial monitoring

  • Manages the budget relating to the project in collaboration with the Admin-Fi Manager (RAF).
  • Makes available to the RAF any information impacting the project budget during monthly budget monitoring meetings

Team management

  • Supervise employees under your responsibility:

Sets objectives to be achieved at the end of the trial period

Carry out regular individual reviews, during which honest, constructive and caring feedback on performance will be provided

Provides training support to its N-1s with a view to strengthening their project management skills

  • Supervise the professional career of employees under his responsibility

Participate in recruitment

Conducts annual evaluations

Offers training and adaptation of the employee to the position

Identifies and addresses disciplinary issues in collaboration with the PD if necessary

Representation and advocacy

  • Represent Solthis within the framework of this project with local authorities, partner donors and other organizations (national, international).
  • Ensures the link with the technical representatives of the headquarters

Guarantees compliance with safety rules

  • Ensures compliance with security rules, particularly when traveling within the country
  • Informs the Country Director of any political/social/humanitarian element that may impact the security management of the mission

Contributes to project development

  • Contributes to the development and search for financing for complementary projects
  • Contributes to the development of new projects within its scope of expertise

REQUIRED PROFILE

Training and experience

  • Hold a higher level diploma (master) in project management, social sciences, public health, health promotion or any other equivalent diploma
  • At least 03 years of experience in a similar position, in the coordination of international solidarity projects and the SSR, HIV theme, tutoring/coaching
  • Experience in collaboration with different institutional (Ministry of Health programs, civil society organizations working in the field of the fight against HIV and sexual and reproductive health) and operational partners (health workers, community workers).

Skills and qualities

  • You master the cycle and the different stages of project management as well as team management, institutional financing and budgetary management
  • Knowledge of the lessor Agence Française de Développement is a plus
  • You are committed to quality knowledge transmission
  • Your analytical, writing and synthesis skills are such that you are comfortable with report production and project writing
  • You master French
  • You master the office pack, remote meeting facilitation tools (Teams, Zoom)
  • You are autonomous and proactive in creating a team dynamic

REMUNERATION

Salary: Depending on the contract, national or expatriate, experience in a similar position and SOLTHIS internal remuneration scales.
