The organization
CEFA (European Committee for Training and Agriculture) is an Italian Non-Governmental Organization established in 1972 and active in 10 countries in Africa, Latin America and Eastern Europe. CEFA’s medium and long-term interventions in the agricultural, environmental and Human Rights sectors are focused on the sustainable development of communities, achieved through the involvement of local partners and promoting the active participation of beneficiaries.
Project Summary
CEFA coordinates the implementation of the Kujenga Amani project. Building Peace on the Swahili Coast, co-funded by the European Union, and carried out in the coastal and border areas of Kenya, Tanzania and Mozambique. In Mozambique, the implementation areas will be the districts of Pemba, Metuge, Mecufi and Chiure. The overall objective of the action is to empower and mobilize young women and men in the coastal area of Kenya, Mozambique and Tanzania as key actors in peacebuilding and dialogue processes. The specific objectives are: a) strengthen the resilience of coastal Swahili communities to prevent and combat violence and conflict through the dissemination of positive narratives and opportunities for dialogue and exchange; and b) promote the leadership, agency and socio-political inclusion of young men and women in the Swahili coastal regions, as agents of change in promoting peace-building processes and preventing identity-based violence.
General Objectives and Responsibilities:
Under the supervision of the Project Manager and in collaboration with the Local Coordinator, the PCM Officer will a) take care of organizing and implementing training sessions for local CSOs with the aim of strengthening their operational and technical capabilities, and b) carry out the activities necessary monitoring, providing essential technical assistance to subsidized CSOs throughout the implementation of small-scale projects.
The PCM Officer is expected to ensure compliance and comply with all Donor regulations and CEFA internal policies and procedures.
The main work headquarters will be in Pemba, with frequent missions in the project’s target districts (Metuge, Mecufi and Chiure).
Main tasks:
Supervision of MEAL processes for the Kujenga Amani project
- Contributes to the design of project analyses, baseline, interim and final studies.
- Develops and reviews the MEAL plan, data collection tools, monitoring, learning and evaluation tools (including questionnaires, report formats and templates).
- Leads data collection, analysis and periodic reporting in accordance with the Logical Framework.
- Performs Lessons Learned analyzes for continuous improvement, organizes routine project monitoring, and implements data quality control processes.
- Guides project partners and program teams based on monitoring results.
- Documents case studies and success stories for project components.
Strengthening CSO Capabilities
- It is responsible for developing the modules to be used during the training program for the selected CSOs, with the aim of improving their technical, operational and implementation capabilities (covering internal governance, transparency/accountability standards, Project Cycle management based on results, MEAL, proposal design and resource mobilization…)
- Responsible for organizing and facilitating the CSO capacity strengthening component, both through training sessions and ongoing provision of technical assistance to sub-concessionaires;
- Conducts frequent monitoring missions to identify any challenges and needs for assistance, and to provide follow-up services and technical assistance to beneficiaries on project cycle management issues (including individualized assistance, technical support and grant management sessions, monitoring of field activities);
- Contributes to the review and improvement of CSOs’ policies, structures and procedures with a focus on innovation for efficiency, effectiveness and risk management.
Supervision and Monitoring of Small-Scale Projects
- In coordination with the Local Coordinator and the Project Manager, it develops a restricted Call for Proposals and actively participates in the selection of CSOs to be subsidized.
- Contributes to the development and continuous adaptation of MEAL and Accountability and Learning tools for monitoring and evaluating small-scale projects;
- It is responsible for the overall supervision of the development, implementation and evaluation of small-scale projects implemented by CSOs subsidized under the Kujenga Amani project; monitors and analyzes the development and implementation of programs/projects.
- Reviews relevant documents and reports of small-scale projects under the Kujenga Amani program; identifies problems and issues to be addressed and proposes corrective actions; coordinates with relevant parties; identifies and monitors follow-up actions.
- Contributes to policy development, which involves reviewing and analyzing issues and trends, preparing impact assessments or similar studies, among other activities.
- Prepares various written outputs of small-scale projects, such as drafts of reference documents, analyses, sections of reports and studies, contributions to publications, etc.
- Performs other related duties as needed.
Qualifications, Skills and Experience
Mandatory Requirements
- Being a Mozambican citizen
- Previous work experience (at least 4 years) in a similar position with local/international organizations, government and the humanitarian sector;
- Previous experience coordinating grants for small-scale projects;
- Previous experience providing technical assistance and training;
- Previous experience in strengthening the skills/capabilities of beneficiaries of small-scale peacebuilding projects;
- Excellent communication and group facilitation skills;
- Degree in project management, community development, economics, social sciences or related areas;
- Excellent communication skills (written and oral) and reporting skills in Portuguese;
- Excellent computer skills, MS Office, social media management;
- Leadership skills, networking skills, ability to relate to government, local authorities, private sector, donors and civil society;
- Organizational skills and ability to effectively manage multiple tasks;
- Ability to manage and monitor complex budgets;
- Skills in MEAL, reporting, results-based project management;
- Adherence to and demonstration of NGO values, including integrity, honesty, professionalism, transparency, non-discrimination, inclusion and respect for diversity, as well as cultural, gender, religious, racial, nationality and age sensitivity.
Preferred Requirements
- Experience in peacebuilding, identity-based violence prevention, human rights, mentoring, capacity building and grant making to CSOs/NGOs;
- Previous experience in target areas and with target groups;
- Communication skills (written and oral) and reporting skills in English;
